RUSSIAN OFFICERS IN CONSTANTINOPLE MUST BE REGISTERED

r.y Apsoepited rren: CONKTANTINuru:. Arril 11 (ion. Apapleff, commanding tho Nouth Russian forces in Constantinople In conjunction with the British commandant, has issued orders that all Russian army and navy officers In Constantinople must register before April 12, under penalty of arrest. This is presumably for the purpose of sending thousands of Russians back into Crimea. It H estimated that more than '0,000 Russian refugees are in Constantinople, probably half of them men of military are. There is little employment, consequently Russians have become a great burden on Constantinople. which L-s vastly overcrowdoj. Fond m becoming scarcer ddily because f the farmers' refusal to shir' food here. The Americans have already sent 200 refugees of military from I'rotl back to Crimea and It Is expected that a general deportation f (Ulcers , and soldiers will begin soon from Constantinople and other tefugee centers to Crimea.

PROPAGANDA USED AGAINST AMERICA

Bolsheviki Also Employ Posters to Stir Anger Against Allies.

TUR II AO UK. April 11 The bolshevik! are conducting a strong campaign against America, England and France by the skillful use of huge propaganda posters In Moscow, says (?. Nijpols, correspondent of the Amsterdam Handelsblad who visited soviet Russia this winter. He found muci: to admire from an artistic standpoint in the designs of which he saw many in the railway stations. "Tills poster campaign is certainly a very clever piece of work," he writes. "Hoth the educated and unlettered classes are struck by them, the first by th writing beneath, the second by the drawings themselves. The campalcn was directed along three great lines: First, to cultivate hatred, loathing and fear for such men as Kolchak and Denikine: second, to breed hatred of the entente, especially ugMntit the 'capitalistic triumvirate, frYance, Enffland ami America never Japan, Italy, the Pole or Czecho-Slovaks but always this triumvirate, pictured as the bour?eole paraslting upon the proletariat: and. third, to prevent desertion among the red soldiers.

When we make an increase in prices we feel that the public should know the reason why. When we held the price through the war and past war times we did well. We hoped to be able to continue the old prices, but it can't be done. We have granted another increase in wages, which makes an increase of more than fifty percent in eighteen months twenty percent in less than two months. The new wagons we are buying are two hundred and fifty percent higher than in 1917. There is not a single cost item in our business that has not increased from ten percent to four hundred percent in three years, and it seems there is no relief in sight. We are confronted with a most serious condition in the ice industry. We cannot continue the present delivery service at prevailing prices. There is no other company giving like service for the money. Beginning April 12th prices to family trade will be increased twenty percent. This is lower than many other cities are giving. We believe the public will see the justice of our action. We ask your cooperation, and assure you that no increase is ever made by this company until we are forced to do it.
