Farmers Urge Development of Water Transportation as Escape From High Freight Rates Daylight Saving in Effect.

Farmers' organizations hive supported development of the Grent lakes and Mississippi natural waterways as affording a ready outlet and cheap transportation for agricultural products. They will be more emphatic in their attitude now that railroad freight rates are certain to be advanced CO or 2Z per cent and conceivably as much as 50 per cent within the next three years. The wape demands of railroad employes will tfive the waterway movement a powerful stimulus. Labor figures less prominently in water than in railway transportation, and other costs are lower a.s the companies have no riht-of-way to buy. no track to lay, and no roadbed to keep up. The Truth-in-Fabric campaign has borne pood fruit. Not only has it made enactment of a Truth-in-1'abric bill a focal point in congress, but its Influence extends to other Jlelds. Rrp. Ropers of Massachusetts has introduced a bill to pive all merchandise the same protection which food and drugs enjoy under existing law. Gen. Wood has met at least one issue vital to the farmer sauarely by advocating the wider distribution of land as a means of reducing farm tenancy. He directs an attack at lartre holdings devoted to speculative ends. Other presidential candidates have to some extent, and must increaslnply, announce their stand upon the many current issues which topther will determine the future of agriculture. So will many eastern renters, conspicuously New York citv. The conditions which lead to this want of coordination in time are unfortunate. The farmer is apparently fecdim rnore and selling less, to judpe from reserves on the farms. For once the speculator deserves a clean bill of health. The producer and consumer should rightly dominate the prain market, not the professional trader, and it is reason for satisfaction that las-ent pains accrue to the farmer rather than the middleman. The condition of the winter wheat crop is disputed. Undoubtedly it has suffered very material dimape. More evidence is needed.
