Chewing, principal of the Central high school, has submitted to the pupils, for approval a proposal to establish a court, composed of students, to handle school discipline cases. Plans for the proposed court have been worked out by Mr. Chewing. They call for a number of monitors, elected by the pupils, to be placed in charge of the study halls. When these monitors find an infraction of school rules, they are to lodge charges against the offenders, who are tried by a council of five. The council is to be composed of pupils, three of whom are elected by students and two selected by the faculty. .Separate administrations are proposed for the boy and girl students.
