It d hard for him to realize that the Ftrenuoun efforts lobbyists do not rpre.ont the Trahfct of all his constituents, rinal rwrponalblllty with this state of affairs lies with the voters and they fhould realize It." Mrs. Park then outlined the way In which the members of tho ConKreee are elected, tho differences in organization between senate and house, the duties of the foor leadtr, the whips, and the chief committees, and the steps that have to te taken before a measure can be com a law. 8he pave brief eketches of the leading member of the two branches of the congTewi and dpcrlbed typical scenes In Illustration of the procedure of housa and senate. Methods of procedure which ought to bo changed were grouped as: (1) those wasteful of time, (2) the? wasteful of money. (3) those wasteful of public interests 1. e. Bsrvlng personal or local enda rather than national needs. Amoni? the practices wasteful of time, Mrs. Park cited the method of roll call In tho house and tho prac

Among thog wasteful 3f mony she Included the cnrelfsi ujio of supplies, the abuse of the franking system, and, most important of all. the hap-harard system of making appropriations and auditing accounts. "On the house side" she paid, "a thorough-going program of reform .as outlined last year by a Massachusetts member, Hon. Alvan T. Puller. It included (1) a budget sytfm, (2) the elimination cf u?es.s committees, (3) tho selection of nch committee of its own chairman I) putting of all clerks or. public ayroll (5) doing awf.y with spoüs .nd perquisites (G) restriction of franklne. (7) complete publicity (8) ''kctrleal voting, (9) automatic reporting of all committee business, (10) confining business of congress to matters that are national In -cope." "One of these suggestions, the putting of clerks upon tho public pay roll has already become law, and tho adoption of a budget system has lately been voted by the house."
