WOMAN'S CLUB SPONSORS DELIGHTFUL CONCERT Mishawaka has occa.sion to feel real pride in the Choral Concert given by the music department of the Woman's club, Tuesday evening at the. First Methodist church, under the direction of Prof. Hayden Owens. The recital was ono of the best ever given by local talent, and demonstrated the remarkable progress made? by local musicians. Under the capable dlrect'on of Prof. Owens, the chorus performed most creditably, showing perfect balance and tone blending. The two numbers by Uurlelgh were especially lovely, and the melodloun chorus "O Italia, Italia Beloved," by Donizetti, gave tho local singers splendid opportunity to display their ability. Theophllus Lewis Albln, Chicago tenor, who assisted with the program, was gr-ciously received. The greatest proof of his wonderful na tural sinking was its rekonant quality, always evident. If a criticism could consiste itly be made, it would be that Prof. Albln sings rather too easily. Doth numbers of the Ladles quartet were splendidly given. The soloists, Mrs. Italph Jernegan, Mrs. W. E. Borley, and F. E. Coats, pleased especially. Mrs. Violet Shy Parks, with her violin solo, "Scene de ballot", delighted the audience. The accompaniments of Mrs. G. P. William. Miss Nina Gabel, and Miss Mary Doolittle were the foundation of the program, and contributed in no small degree to Its success. CHAMPION MATCH MONDAY. Wou ld Give Congress Power To Name Acting President

A constitutional anv ndment giving consress and the supreme court Joint power to authorize the vice president or the ranking cabinet officer to r.ssumo the duties of the president dur'.nV a disability of the chief executive has been prepared by Rep. S. D. Fess. Ohio, for introduction in the house today. Fess would have the constitution amended so that ongres.s might by cor.ctirrent resolution eleclare that the president is unable to serve, aft er a finding of the facts by the su preme court. In case congress was not in session when the president became disabled, the Fess amendment would give the vice president power to call it Into special tes.sion for the purpose of determining whether the chief executive is able to function. Details of the plan have not been completed by Fess. as he believes several features of his proposal must be left to legislation to enforce the constitutional amendment. Just who would initiate the proceedings to de termine whether the president is unable to serve would be left to later legislation, but Fess believes this should be dono by a resolution asking the supreme court to investigate. The legislation enforcing the proposed amendment would give the court power to summon all witnesses necessary for an inc.uiry into the disability of the chief executive. Fess who is an authority on United States history, said he framed the amendment after a careful scrutiny of the constitution and the debates during: the constitutional convention. "I have determined that the constitution is defective upon this point." said Fess, "and that additional authority from the states in the form of a constitutional amendment is necessary to give the other two branches of the government, the judicial and th', legislative power to provide for such disabilities as have just occurred. There la no doubt that someone should be the responsible head of the government during such periods and I believe the power of designating another official to serve temporarily should be 1 ft jointly to congress and the supreme court, thus assuring the elimination of partisan influences in case congress and ' tho president are of different politi cal parties.
