WASHINGTON. I). Sept. 27. After an existence of neaily rhree .-ind one. half months it now app' ars as it" the much-heralded (iraham s-lrt onunittee to investigate war xpendltures has little or no standing in the estimation of

the republican ha-hrs of the house'

(f representatives. Within the ii xt lew weeks a part of their work will be either duplicated or taken away f nm . them. Th- (omniittcf popularly known as the ' smellers," who are seeking repwMiean campaign material for 'JZb in thr methods used by the democratic: national administration in winning the "world war" has divide. 1 itself into live "smelling" su-t-ommittees in order to more easily run down the elusive scandal." These latter committees have had varying careers, one is recuperating in Paris after the battle of the Seine, won by Gen. John J. Pershing, V. S. A.; another is junketing on the Pacific coast in search of spruce "scandals." and the others appear to have fallen into the slouch of despond. This latter class includes the sub-committee on camps ami cantonments. STAUT Torn or so i t 1 1 1 : i : v t vr o m i : x ts. At any rate, eight or nine members of the house standing committee on military affairs are off for a little trip of inspection ofvfcur cantonments in the south. There appears to be no question but that the Information they are seeking falls directly under the jurisdiction of the Graham sub-committee on camps and cantonments. Which means that the treasury may be compelled to pay for duplicated work, as this expedition is likely to galvanize into action the Graham sub-"sinellers." The ' detachment from the military affairs committee plans to visit Camps Humphrey, Va. ; Bragg. North Carolina; Henning, Ga., and Knox. Ky. Karly In the special session the house republicans passed a resolution forbidding the war department utilizing unexpended funds appropriated for the construction of cantonments, and this sub-committee will tour the south to see whether this resolution should "he abrogated. Incidentally, this trip Is being taken at a time when the Graham sub-committee on camps and cantonments was preparing to do the same thing. MOUNTAIN' LrAUOItS AND imiNc.s roitTii Morsn The republican mountain has labored for three and one-half months and has not so much as a mouse to show the American public, democratic leaders assert, despite confident predictions of "enormous extravagance," "wilful waste." "gross mismanagement," and everything else the specially engaged press npent of the republican national committee had prophesied, the Graham committee Is spending the people's money at the "moderate estimate" of $10.000 a month so far, and has nothing tc ihow for it. And now comes alonjr another committee, also of republican Inception, to do the work the Graham subs have failed to do. The Graham committee was created June 11 and spent but $1, 633.30 that month. It was some time afterwards when they got momentum," as It was described before the housr appropriation suti-rommlttee ly William Tyler Pa up, clerk of the Iioujp and Its dishurslnt: officer. With a deficiency appropriation of $o,ooo Mr. Pace thought the Graham and shipping committees could be finnncel up to Jan. 1, his estimate being based on the July and August figures emoted. somi: i:ri:.si:s as i:sTiM.n:i hv ( i.i:kk. liep. Three representatives are in Furope accompanied by six others an attorney, a clerk, a stenographer, a deputy sergeant-at-arms and two others whose identity seems veiled. The select committee on shipping board expenditures had not rendered any vouchers tip to Sept. ." but Mr. Page was advised they had designated a clerk at $200 a month and a public accountant, or investigator, at $750 a month. This committee is also on the Pacific coast for an extensive trip, where .according to newspaper reports is having everything except .a good time excellent results, from Its standpoint. Chairman James A. Frear of the committee, is said to have adopted much the same tactics as employed in Washington, when he sought to frighten Chairman Homer S. Cummings of the democratic national committee, when going Into the spruce industry as related to aviation, and with much the same degree of puccess. That fiasco caused many laughs In many newspapers. roHTjiAM) iapi:r opposes ItUMi-DOG MITTIIODS. It is making the Investigation ridiculous. It is reducing it to a frce."

Furthering commenting upon the,

Frear methods in connection with what is a really important investigations, the "Journal" editoria" says: "There should be an honest probe. Crooked transactions, if there were such, should bo brought to light. The people are entitled to know. It should be done for the protections of the government and the public service. Members of the house of representatives are hearing of the details of the spruce Investigation on the Pacific coast, and when Chairman Frear makes his report he is likely to encounter a merry heckling, according to all predictions.
