Krskine spoke in favor of the adoption of the budget and levy. Mr. Krskine declared that it is not the h'tudehaker Corporation, of which he is president, who would benefit by tho expenditure of moneys for betterments, but that it woul 1 be the entire city. Mr. Krskine said that the corporation f which h is the head is prep.u d to go ahead with its proposed expmsions, and that by next April an entirely new plant would be in operation, employing at lat 5.000 men. He said that these men must b- provided with homes, and that if P r -ons owning vacant lots w ithin the present corporate limits of the (lty could not be induced to build on the-m, the city would Le compelled to expand beond its present limits. He predicted an expansion of the city in territory, and declared that such expansion would mean public improvements. Mr. Krskine declared that the budaret and levy in his opinion were conservative, and he expressed the hope that the council would see tit to adopt thorn. INjlnLs Out Noctis. Ir. C A. Uppincott als. spoke in favor of tho budget and levy, declar- j ing them to be conservative. Dr. Uppincott said that the manufacturing interests of the city are the real producers of tho community. Columbus Housing Facilities Strained by Continuous Flow of Delegates. COLUMRL'S. O.. Sept. 9. Us housing facilities already strained, this city Monday night, the Mecca of the Grand Army of the Republic. Women's Relief Corps and other patriotic organizations, was facing the problem of caring for approximately 1 00.000 additional population, with an additional 50.000 by tomorrow evening. Since Saturday every regular train entering the city has brought delegations of the ' boys in blue" in numbers ranging from 50 to 300. In addition, dozens of special trains from the Pacific and Atlantic coasts have -brought an almost continuous Rtream of visitors. Tife and Drum Corps. All day long delegations, headed by tife and drum corps, marched through the streets to the registration quarters. Automobiles hauled those too infirm to march, but in most instances the proffered machines were waved aside- From California. Texas. Maine and Florida they came. Commander Clarendon E. Adams stated Monday that he expects fully 230,000 visitors during the week. "It will be the greatest encampment ever held." was Commander-in-Chief Adams' declaration Monday after noting the throngs which were arriving. Reports of department commanders made today to Commander Adams showed large increases in membership, he said. "This seems a little bit unusual," he said, "hut the increase in membership is attributed to the great patriotic year just past. Every man with a drop of American blood in his veins who ould join a patriotic organization did so.
