In truck maintenance the work of repairing, replacing or adjusting the parts is secondary' to the inspection which discovers what parts are in need of attention. The lirst step in the constant search for mechanical troubles is to question the driver. He is operating the truck under all conditions of stress and strain, and symptom? of troubles come to light on the road which might remain hidden durinp the inspection in the garage. .The most satisfactory way of obtaining this information from the driver is by setting aside a space on the daily report card for this purpose. Diagnoses Condition. Just as the physician determines from the pulse, the tongue, the eye and the .breathing, the condition of the patient, the mechanic diagnoses the condition of the motor truck from squeaks, knocks, hisses and pounds. It is the general opinion among large motor truck operators that the yearly overhaul is unnecessary and useless if the truck has been given rigid inspections at Intervals of every few weeks. The only case where an overhaul is advisable if when the owner must rely on hi; driver for mantenance and has 'no 'Xpert mechanic to inspect hir truck n gularly.

Control of Dealers Helps to Stop Criminals Working in Massachusetts. nv i.oiis j,cni WASHINGTON, Ib T)r.o enactment of stale laws dealing vigorously with auto "fences" is a development of interest in the campaign to cluck motor car thievery. The rtate authorities in a number of states are making preparations to bring the subjects before their legislatures and the state of Massachusetts h?.s led off with a law which may be copied as a model in the other commonwealths. Under the new Massachusetts law. recently signed by Gov. Coolldge.. dealers who act as "fences" in disposing of stolen automobiles, contrary to its provisions, are liable to a tin' of $300 and a year in Jail. Not only have scores of oars been stolen in Hoston and vicinity In the past months, but at least one life has been lost in the attempt to run down the thieves that of a member of the police force. Must Make Tloixnis. The new Massachusetts "antifencing" statute is framed to include all dealers in second-hand cars or those assembling such cars. By its terms they are compelled to turn over to the police commissioner and the Massachusetts highway commission every 24 hours a complete list of the second-hand machines or parts purchased, sold or stored. In other cities of the state the chief of police and the select men are the d esignated oltlcers. M.t K-ninIne Buslnos. The police are given authority to inquire into the conduct of a dealer's business, examine all automobiles or parts and all books or papers. Dealers refusing to allow such examination are subject to a tine of not nior" than $2 00 or a year's imprisonment, or both. Cars whose engine or chassis numbers are obliterated or changed must be carefully noted in the dealers' reports. Milling out numbers on stolen cars has prevented the detection of many thefts and made the work of the police of the greatest difficulty In tracing the machines.
