VAWASHINGTON,Sept. 3.—Practically all restrictions against trade with Hungary were lifted , Tuesday by the war trade board. It was announced that licenses for the export of American made goods to that country would be issued freely on all commodities except those of a strictly military nature and that imports tuo the Fnited States would be practically tmrestricted.
