France Would Grant Conces: sion to Big Company for Operation of Barges.

PARI?. Aup. 27. (French Wireless Service) Development of the water power of the Rhone river for the manufacture of electric power and organization of its facilities for river transportation and Irrigation are provided for in a bill which the government has submitted to the chamber of deputies. The expenses

of the project are estimated to aggregate 2.500,000.000 fames. It Is proposed to erect 20 hydroelectric power stations to produc an average of 715.000 horsepower. This would be equivalent to 3.000.000 tons of coal, or nearly one-eighth of the French coal output before the war, or one-fifth of the output in Oiomto Heavy Charges. Under thla plan it would be possible to operate 1, 200-ton barges on the Rhone providing transportation between the Rhone valley and central Europe. The construction work would require 15 years. It is proposed to grant a concession for this undertaking to a company with a capital of 250,000.000 frn.cs and the privilege of issuing bonds to 10 times that amount. These bonds would be guaranteed by the state and the state would appoint two-fifths of the membership of tho administrative council including the president.
