Man Who "Talked Too Much" at Miller Trial Tells of "Inside" Work. ( CONTINUED FROM PACK O.VR.) to do after a while but for he present, at least, I am going to take it easy out on my father's farm." Lovgren, who was not expected to furnish much new data at the Miller trial, but who came through with some details of the inner workings of the police department in the dis posal of liquor seized in raids, furn-j islied a little new testimony at his" own hearing, the substance of whleh was that considerable liquor had been taken from the bull-pen by persons whom he claimed not to know the identity of. When asked by Mayor Carson whether ho knew of any other caes in which liquor had disappeared, besides the case of Miller, Sergt. Barnhart and Detective Koscorowski which was admitted last Monday right, Lovgren said. that none of the hquor is there now." Sas Bottles DiiPioiirvtL One of the board members tried to explain the absence of some of the liquor by the fact that some" liquor has been confiscated by court order, but Lovgren testified that he had assisted in cleaning up after each confiscation, and that he never saw any of the pieces of the bottles which contained the "bottled-In-bond" whisky seized in some of the raids. This bottled goods, he intimated, had been taken from tho bull-pen without court order. As was the case last Monday night, the question of how th bullpen was unlocked that liquor might be removed, was either carefully avoided by tho board, or touched upon very lightly. The only testimony on this point at either trial was that of Chief Peter Kline, who said that the only key to the bullpen was always In the possession of himself or Assistant-chief Cassidy. The one point emphasized by tho board in its arraignment of Lovgren was that Lovgren failed to make a written report to a superior officer on the night of April 2 8, when ho saw Sergt. Barnhart come to the station and take one suit-case, of liquor, and afterwards saw "Tony" Bavrett come and ßet the other two Kut -cases. I'ltmous Iump Mentioned. Dr. . J. Smith, president of the board, even held Gasoline Sergt. Kemerlcy up to Lovgren as an example of tho perfect policeman. Dr. Smith lauded Kemerley for reporting to his chief when he found tho famous bull-pen pump in the locker of former Patrolman Bert Miller. Even the notorious pump was brought into the proceedings of the "trial." It was the unanimous opinion of the board as expressed at the hearing that the pump was never used for getting liquor from the bull-pen, thus exploding the charges which were originally brought against Miller by Chief KMne. The hearing was supposed by law to be public. After Lovgren retired to await the decision, Harry Josephson, clerk of the board, made the suggestion that the representatives of the press be excused while the beard deliberated. Mayor Carson gave his opinion that the public had as much right to know what the board did as they did to know about the hearing of the evidence, but he was over-ruled In this by Dr. Smith, president of the board. Over-rule? Mayor. "I am not in favor of that," said Dr. Smith. "I don't propose to have present representatives of newspapers which Intentionally, deliberately, and maliciously misrepresent is and lie about us. Of course they will doo that anyway, but I am not going to give them a handle on which to hang anything on me. The press can be excused." Lovgren was charged with nine misdemeanors, only two of which were mentioned In the findings of the, board. The charges were: misconduct, misrepresentation, failure to perform duty, failure to report the neglect of duty, violation of the rules of the department, neglect and disobedience of orders, incapacity, conduct injurious to the public welfare, and conduct unbecoming an officer. The original complaint even included immorality, but this was afterwards stricken out. Xo mention was made of the Incapacity charge, no attempt being nade that Lovgren knows less about x:is business, which was driving and caring for the police autor obiles. than does Gasoline Sergt. Kemerley, for example. Lovgren was recently discharged from the army, where be bad charge 0f the upkeep of hundreds of aimy aircraft.
