Then Mayor Keller inherited the same department from Mayor (Joetz, and hrouKht it up to a standard of respectability and efficiency, such as it had never before shown. Mayor Carson inherited the most efficient and public srvinc police department that South f?rnd ever had. but ihrou.crh the "rankinjr heads" that he has appointed to preside over it. he has degenerated it into an apparent den of thieves. In the cases of Fojrarty. fioetz and Keller, an evolutionary Improvement was made by considerate appointment of the member.of the board of safety.
