Notes Taken in Course of Business Will Be Rediscounted Without Question, Federal Board Explains

There has been a great deal of c onfusion and misundersi aiding on thi point which, happily, is cleared up by the federal reserve board itself in a way that is highly pleainc, to the automobile dealers. Tho federal reserve bank of St. j I.ouu at first shed much liht upon! this con fu sinp question. In answer' to an inquiry from the National Au-I tomobi'e Dealers' association this bank points out that reserve banks; consider the automobile dialer':! note equally as cood as that of any other commercial house, basing itSi acceptance, as might be expected, j upon the financial .tandintf andj credit of the dealer himself. How-j ever, a distinction is made between j dealers and linance or credit coni-j panics, and herein lies the cause f or j most of the misunderstanding that' has existed in the past. Mr Iilit on Subject. Tho federal reserve, board, in a; bulletin, sheds further liKht on thc subject and brings out clearly th-; point referred to. It says that tho. federal reserve act authorizes any federal reserve lj;:nk to discount a note or bill drawn for an agricultural, industrial or commercial pur- , pose; that is, a note or bill the proceeds of which have been used or are to bo used for such a purpose. ' This stresinc of the essentially commercial character of a note that is to be accepted at a reserve bank as emphasized by congress when the amendment to the federal reverve act was passed expressly authorizing federal reserve banks to discount the note, of a member bank when fc-ecured by eligible naper. As the amendment was limited to notes of member banks it cannot be construed to authorize the rcdiscountlnff of notes of any sort of tinancial institutions. What itcally HaiiMi. With the Ttutomobile dealer the case is quite different, as the reserve bank does not concern itself directly with the dealer's paper. When the dealer sells a car on time, he takes a note or notes for the balance of the purchase price due, securing this note or notes by a mortgage on the car and protecting himself with insurance on the car in his favor as his interests may appear. Tho dealer then takes the purchaser's notes to his bank for discounting, lirst endorsing them. The bank, as; a member, may, if it so wishes, go to tho federal reserve bank with its own paper, depositing the note turned in by the dealer a.s collateral. This means, then, that the reserve bank Is under no risk, as it is afforded a four-ply, security first, tho paper of the member bank; second, the security of the member bank as a guarantee of the customer's note; third, the indorsement of tho dealer on the customer's note; fourth, a Hen upon the car itself. No ULsk Involved. Even should the bank hold tho dealer's paper and not rediscount it at a reserve bank, it runs practically no risk. In the first place-, the dealer always investigates the credit and security of the purchaser and does not sell to a man of uncertain standing. Then, apain. the bank '.inows whether the dealer is a good risk or not from its own investigations or previous dealings. The note
