The application was dismissed .after an attorney for the railroad administration had announced the employes acted without authority in refusing the shipment and that the railroad wojld( continue to accent for shipment consignments of liquors from owner to owner in states where such shipments were not prohibited by state laws.

WASHINGTON, July 10 All control over ocean freight rates was relinquished Thursday by the shipping hoard. Abandonment of rate control hitherto exercised by the board through a system of charter will give perfect freedom to ship owners in the matter.
