March, chief of staff, means that for the last nine months of the year ending June CO. 1320. the army will bs composed of 22.', 000 officers and myi, made necessary by the surplus above 325,000 during the next three months. Chairman Wadsworth of the senate military committee. aid that it was the lowest number that could be named and still keep the army within the limits prescribed by the national defense act, which required the mainr nance of an army of 225,000. With the size of the army disposed of. the conferees made rapid progress in considering the bill Friday but another meeting will be held Saturday at which the appropriations for aviation, ordnance and other remaining items will be considered. Efforts of the house conferees to reduce increased senate appropriations in part were successful, the wnate appropriation of $15,000,000 for barracks and quarters belns cut in half while that of $3.500.000 for the siirnal corps was reduced to $3.250.000. The senate appropriations of $430,000 fur the military intelligence br-nch was reduced to $4 00,000. ' ' Senate amendments fixing the salary of C. W. Hare, director of sale and in chaise of disposing of surplus war materials, at $12.000 a year, and the senate appropriation of $1 40.000 for the Washington-Alaskan military cable were accepted by the house managers. The house provision to make Fort Sill. Okla.. a small army school, but eliminated by the senate, was restored by the conferees. AS:' FORMER KAISER TO SURRENDER SELF COni.ENZ. The message which was read while passing through the censorship was as follows: "Kaiser "Wilhelm. Anurongen: "I venture, to submit to your majesty that the proposed disgrace of j the (Ji-rman people might best be mrt by the voluntary surender of I yourself and the military and political leaders and adviser, thereby j showing the point of view that you I have done your duty to the father land without any blame r-eing attached to you and that God alone is witness and Judge of your actions." which the members of the league shoviM agree to refer to arbitration all disputes of a justiciable character, which he defined to be "disputes as to the interpretation of a treaty, as to any question of International law. a? to the existence of any fact which, if established, would constitute a breach of any international obligation, or as to the nature and extent of the reparation to be made for any such breach."' The revised covenant, without specifically adopting that definition, in Article XIII, declares all disputes rt the rharacrer mentioned by Sen. Hoot to be "anipnp those which are Generally suitable for submission to arbitration"; and further, that for the consideration of any hUch' dispute, the court of aibitratlon to which the case is referred shall be the court agreed on by the parties to the dispute, or stipulated in any convention existing between them. If, however, the parties to any such dispute should fall voluntarily to submit it to arbitration, they are bound, by Article XV. to submit it to the council. In that event, the council is to endeavor to effect a settlement, and if it fail to do so, then it may either unanimously, or by a majority vote, publish a report containing a statement of the facts of the drspute and the recommendations deemed just and proper in resrard thereto. If the report is unanimously agreed to by all the members of the council, except those representing the disputants, the members agree not to go to war with any party to the dispute which complies with the recommendations of the report. The council may also refer any such dispute to the assembly, and shall so refer It at the request of either party made within 14 days after the submission of the dispute to the council. Defect Not Irremediable. The defect in this plan is that It fails to lay down any rule binding upon the council or the assembly for the determination of disputes of a justiciable nature. This omission Is somewhat emphasized by the provision in Article XV, that "if the dispute between the parties is claimed by one of them, and is found by the council t" arise out of a matter which by international law is solely within the domestic Jurisdiction f that party, the council shall report, and shall make no recommendation as to its settlement." Article XVI provided that should nny member of the league resort to war in disregard of the covenants above referred to, It shall ipso facto be deemed to have committed ati act of war against all the other members of the league, involving as a consequence: (1) the severance of all trade or financial relations and the termination of all intercourse between the members of the league and the covenant-breaking state; (2) the expulsion from the league of the covenant-breaking s.tate. and (3) such military and naval action as may be agreed upon by the league. The amended covenant certainly has not weakened the provisions of the original Articles XT. XII. XV and XVI. concerning which Sen. Root wrote, "I think those provisions are well devised and should be regarded as free from any just objection so far as they relate to the settlement of the political questions at which they are really aimed. The provisions which taken together accomplish this result are of the highest value. They are developed naturally from the International practice of the past. They are a great step forward. They create an institution through which the public opinion of mankind, condemning unjust aggression and unnecessary war, may receive effect and exert its power for the preservation of peace, instead of being dissipated in fruitless protest of lamentation." Indeed, the revised covenant obviously aims at a wider field, and embraces within its scope the set tlement, not only of polit'cal. but of. legal questions as well. p. is, therefore, a great improvement upon the original scheme.
