PARIS, April 2. The council of foreign ministers at their meeting yesterday received the report of the peace conference commission on Czecho-Slavak territorial claims and discussed the advisability of holding a plenary session of the conference for a discussion of the report on international labor legislation. The report was made by the commission designated by the full conference and consequently it probably will be received at a plenary session. The foreign ministers also considered the question of holding business sessions at Versailles, when the German delegates arrive there. Because of the inadequate heating arrangements and its inconvenient location there Is some doubt whether Versailles would be satisfactory for a business session although historic reasons ma!ce it imperative that the peace treaty be signed there.

COL. LINDSLEY AWARDED MEDAL BY PERSHING

WASHINGTON. April 2. Col. Henry D. LIndsley, chief of the war rLI: insurance bureau, was notified Tuesday that he had been awarded the distinguished service medal by General Pershing for services performed as head of the war risk insurance branch of the American expeditionary forces. Col. LIndsley formerly was mayor of Dallas. Texas. Col. Lindsley was chosen director of the war risk insurance bureau last December, hi.s appointment being the first to be made by Carter Glass, on assuming the secretaryship of the treasury. Previously, Col. Lindsley had had a year's service with the American army in France, during which time he had charge of the bureau's affairs with the army.
