WASHINGTON. March 31. More than three weeks before the Victory Liberty loan campaign is open. th first subscription has been received. Cowi, In charge of th navy's subscriptions and at the isame time called on the men who made the seas safe during the war to continue the splendid record oT previous loans. "I have sent an 'alnav (all navy) message. the secretary wrote, "and am certain that all in the naval service will respond heartily in this campaign as In the past and will do so well that the new secretary of the treasury can say as the former pecretary said to the country, 'Match the navy.' " The message referred to lias gone to every ship, shore station and training canip under the department for communcatlon to every man in the service.

with and declaring- an emergency.' Which Act was approved March 11th, 1919, and which said Act is commonly known as "The County Unit Road Act." That said petition Is for the Improvement of a certain highway under the Act passed Rt the 71st regular ession of the general asombly of the State of Indiana, which Act is entitled "An Act to provide for the establishment, opening, widening, repair, construction and maintenance of highways, culverts and brid-es throughout the county and upon county lines, providing for tho location, the manner of their construction, supervision and control; providing for the Issuance of countybonds for payment for all such improvements, and providing for the taking over of township roads by the county and the making of certain roads, county highways and all other matters properly connected there
with anel declaring an emergency." Whic'.i Act was approved March 11th, 1919, and which said Act is comrr.onlv known as "The County Unit Road Act." Thr.t the matter to b considered at such hearing is whether said petition is in due form nnd sufficient in sut stance to justify the said Board of Commissioners in making and entering an -order for said petition to be epread of record and referring the matter in said petition prayed for tc th county surveyor or to an enginoer in accordance with the provisions of said Act.
