WASHINGTON. March 31. More than three weeks before the Victory Liberty loan campaign is open. th first subscription has been received. That said petition Is for the Improvement of a certain highway under the Act passed Rt the 71st regular ession of the general asombly of the State of Indiana, which Act is entitled "An Act to provide for the establishment, opening, widening, repair, construction and maintenance of highways, culverts and brid-es throughout the county and upon county lines, providing for tho location, the manner of their construction, supervision and control; providing for the Issuance of countybonds for payment for all such improvements, and providing for the taking over of township roads by the county and the making of certain roads, county highways and all other matters properly connected there

with anel declaring an emergency." Whic'.i Act was approved March 11th, 1919, and which said Act is comrr.onlv known as "The County Unit Road Act."
