Chairman Jones of the senate woman suffrage committee, announced today that before congress adjourns another effort would be made to secure the adoption of a resolution authorizing submission of an eiual suffrage amendment to the federal constitution. In making the announcement. Sen. Jones introduced a modified resolution giving states initial authority to enforce the proposed amendment. Produced on the speaking stage several years ago as ".Sue" and used as a starring vehicle for the famous Annie Russell, this is the sort of story that never grows old. It tells of a lonely little maid of the plains, bartered by her father for gold and leading a life of slaveiy, who mistakes flattery for love, with a near tragedy as the result. Miss Pordoni. who has never appeared here, is said to a beautiful French girl with a wonderful personality, and Mr. Kddinger is a well known light comedian, who appeared in the original production of "The Poomerang" and "Js'eveii Keys to Lialdpate." li REFUGEES Refugees Passing From Moscow to Stockholm Describe Conditions in Helsingfors. WASHINGTON, March 1. Addieional light on the situation in thv portions ot Kussia under bolshevik control is given by a summary of reports secured recently from a number of refugees who passed through Helsingfors on their way from Moscow to Stockholm. The summary was made public eoday b3the state department because of the various conflicting acounts of conditions which have been received recently. "The party at Hek.ingfors," Faid the summary, "was composed of French, British, Pelgian and Italian citizens, most of them Red Cros.s workers. The reports all agree as to the excessive cost of all necessaries and the scarcity of food. Dog meat is quoted at four ruMes ($2) a pound; horse meat at fifteen rubles a pound; Pork at sixty rubles and bread at tiftcen rubles. The country is practically stripped of all manufactured articles, especially wearing apparel, and all grain and supplies are requisitioned b the soviet government from peasants, who receive nothing in return. "Typhus is reported to be spreading, one thousand new oases being reported at Moscow weekly, and the (hospitals are unable to take care of them. T-iek of milk lias resulted in many deaths of ' children trom starvation. "The food situation is very bad and the food is distribi ted in three categories, a full portion to those doing heavy work; a h.ilf portion to employes of the soviet government and private houses and general office work and one-fourth portion to people not engaged in any occupation. The portions depend on the supplies on hand, a full portion generally being one pound of bread daily. Soldiers get an army portion jof two pounds of bread, half pound of meat daily and an additional monthly allowance of two and onehalf pounds of sugar, and one and jone-hulf pounds of fats. Ind., March L Argument that the publie service commission thould cor.trol public utilities was presented to the house committer on judiciary A last night by advocates of the Powers senate bill 12Ö which would permit utilities to surrender their franchises at any time anil submit to commission control. Charles W. Jewett, mayor oi Indianapolis, Samuel Ashby, city attorney, and Woodburn Mason and Dixson Uynum, his assistants, opposed the measure, basing their brief on the case of the Indianapolis Traction and Terminal Co. This company under the Powers bill could discontinue service under the city of Indianapolis'. William A. Mclnerny. South Pond, representing the Northern Indian i Cas and Electric Co., declared that though the constitution will not permit the state government to compel utilities to come under the commisvom. this should be encouraged in every way possible. He said that rulings of the commission in 5S rate eases had Raved the people of Indiana approximately $1.001.000. T. W. Slick, city attorney of South Pend. Charles Kflso. representing the Torre Haute, Indianapolis, and Pastern Traction company, James Clark, attorney for the Independent Telephone association, Samuel Tomilson, president of that organization, and CI. P.. Freeman, representing the Pichmond Telephone Co.. spoke for th bill. Tomilson said that the bill was drawn and pre sented in behalf of ihe t-mall telephone companies and denied the report that other interes's were concerned in its introduction. He said that surrender of the franchises by utilities woul enable increased rates to cope with the increased cost of commodities. Freeman declared that under the present franchise system the cons imer pays the bill by receiving poor service, because the utilities cannot obtain s.ufiicient revenues. Something L'ke It.
