Legalize Action of Governor in Borrowing to Support v Defense Council.

INDIANAPOLIS. Feb. 27. -After three hours of debate on proposed amendments, the state feenate sent to engrossment the bill making county unijs for taxation for road improvements. The Ueardsley amendment providing that on petition of one hundred free holders the county commissioners should la., out a highway plan subject to the approval of a popular vote was defeated after much discussion by a vote of 12 to 32. In its stead, the senate adopted a proposal by Sen. Dobyns. author of the bill, to give county councils tinal jurisdiction in deciding whether a proposed highway was a "public utility" and as such should be built. This was to safeguard the original bill which provided that on petition of fifty free holders the county commissioners should order a highway constructed. A motion by Sen. Duffy to amend the bill to limit bond issues to two per cent, of the assessed valuation of any county instead of four per cent, was defeated IS to 2 3. On motion of Sen. McKinley the senate amended the bill to provide that the commissioners "may" instead of "shall" construct a road on the petition of fifty property owners. An amendment offered by Sen. Van Auken, removing all doubt as to the possibility of using limestone, crushed rock, gravel and furnace slap in constructing roads was carried thirty to come. The senate also amended the bill to provide that the commissioners t-hall let separate contracts for bridges having a span of twenty or more feet; that county commissioners shall have control of repairing all roads when costs do not exceed $3.000; Increasing the $2,000 limit; that county commissioners shall receive their expenses incurred in the work; and that there is no limit specified as to the daily wage of the road inspectors. Just before adjournment the constitutional rules were suspended and house bill 14? legalizing the a ctlon of the governor in borrowing money to support the state council of defense and appropriating $105.000 for debts Incurred by the council was passed without a dissenting vote. The bil? was reported from the committee on finance at the reuuest of Sen. Van Auken and the rub s were suspended on his motion.

WASHINGTON", Feb. 2 7 With the republican conference for selection of a party candidate for speaker of the next house set for tomorrow night, workers for the three announced candidates today began final efforts to obtain for their favorites the votes of the hold-over and new republican representatives.
