had asked. At the same time Sec'y Glass in a statement explained that the intensive popular campaign would be conducted as planned, regardless of the terms arranged by congress and

that it would start not later than April 21. The secretary had asked congress for authority to issue either bond.-? or notes as market conditions at the time might warrant, but members of the committee concluded that a new loan issue would necessarily carry with It such a hiph rate of interest that financial markets might bo adversely affected for some time. Four Kinds of Notes. Under the tentative agreement of the committee, reached in executive session, at which Asst. Sec'y Leffingwell of the treasury was present, Sec'y Glass would be given the discretion of issuing any one or all f four kinds of notes to be prescribel by the legislation. The quantity of these non-negotiable securities would be limited to probably $7.000,000,000 of which the treasury now plans to issue only about six billions. The principal features of each of the four kinds of notes proposed would be as follows: One class would be at a low rato of interest, possibly four per cent, and exempt from all federal taxa

tion; one would be at a comparatively high rate of possibly five per cent and subject to all federal taxes; a third would bear a moderate rate of interest I 1-4 per cent was suggested and be exempt from normal income tax levies; the fourth would be exempt from taxation up to a certain amount. Hange from 50 Up. These terms have not yet been defined, but treasury officials said the proposed alternatives wouid satisfy the treasury department. They cover all the possible terms which the treasury might choose even if it bad broad discretion, it was explained. In denomination the notes would correspond with past Liberty loans, ranging from $r0 un. Members of the committee felt this would permit of as' wide a scale os in previous campaigns as the short term notes would prove more attractive ti the small investors. The ways and means committee also decided tentatively not to in

crease the authorization for issuance of bonds from about $5,000,000.000 to $10,000.000,000. This means that the treasury still have power to issue up to five billions in Liberty bonds at the 4 1-4 per cent rate of the last two loans and with the same terms. Most officials believe that these securities could not be floated advantageously under new conditions, and consequently that the treasury would not use any of the remaining authorization at this time. It is possible, however, that som of the notes to

be issued would be convertible in the

next three or four years into Liberty bonds of longer maturity. The draft of the proposed legislation for the short term notes was ordered by the committee, and its experts began immediately to consider the plans for the new measure. It is expected to be completed in a few days, with final action to be followed shortly afterward by tbe committee. When th e committee's report is completed, efforts will be made by Chairman Kitchin to expedite passage of the legislation before the adjournment of the present congress.

ASK INTERNATIONAL COMMITTEE BE APPOINTED

LiPrensa in an editorial Tuesday asks for the appointment of an international committee to inquire into tbe reported outrages against Peruvian residents in the provinces of Tacna. Arica and Tarapaca, now ruled by Chicle. It says that the action of the l'ritish and American governments in appointing committees to investigate the atrocities in the Putumayo district several years ago established a precedent which it urges in justice to Peru should be employed now in the matter of the treatment of Peruvian by the Chileans. Large Fritish and American corporation; in Chile according to private advices here have been forced to discharge all Peruvian employes. It is estimated that 15.000 Peruvian

refugees have arrived in Peru from Chile in the last four months.
