General Demobilization and Resumption of Normal Activity is Required.
nv niUD s. nnuit'sov. By rntt"l I'rc-M: PAKIS. Feb. 15. With the league of nations temporarily di.-po.-ed of, the peace delegate today directed thdr efforts toward afToctinj? a definite preliminary peace with Germany, which will enable Kenerul demobilization and resumption of normal industry and commerce throughout the world. Practically all th" conferees have agreed that thia 1a the most vital problem now before them. Th world Is now in a .state of stagnation. Industries everywhere
are a wait ins: the actual Rignlng of! peace, and th- growing unrest and : uncertainty in many eountri&s cm j 1' traced directly to economic con- I ditions. 1
I'kx1 Ii.Ht Intil March. Seml-ollicial reports from Germany indicate that country has enough food to last until March. New cropt will not be available before June. In the Interim, condition of actual ftarvation may prevail and bring about serious disturbances unIes tteps to meet this situation aro taken speedily. A preliminary peace would correct these conditions and would be comparatively simple in accomplishment. The military status could be fixed by demanding immediate demobilization upon a peace basis. The allies could agree what Germany should pay in the way of indemnities and how she s-hould pay it and this could be apportioned among the interested nations. After this was disposed of, the economic status could be fixed by agreeing to what extent the economic blockade would be lifted. That some such program will be partially arranged under the new provisions for extension of the armistice is hinted at In certain official quarters. These provisions will be presented to the Germans by Marshal Foch at Treves, Monday. Miirli Additional Work. Considerable additional work must be done to perfect the plan, however, and toward this end and the newly created supreme economic council will cooperate closely with the supreme war council and it is expected that further requirements from Germany will develop as the armistice is renewed from time to time, resulting gradually in what will virtually amount to 'a preliminary peace. There i some disposition, though, to make this process a matter of Immediate accomplishment, rather than extending it over an Indefinite period. The principal opposition to lessening the economic pressure against Germany comes from the French who fear the advantages Germany might gain if she were permitted to obtain plenty of raw materials.
The Enemy By Ivan Graham
The "fearless scout" raised his head among the tufts of grass and gazed at the "enemy" with bright blue eyes beneath a crop of curly hair. The enemy had not observed him. So the small boy playing soldiers crept a little nearer and raised his toy gun to his shoulder. At this point the man hunched upon the grassy turf became aware of some movement behind him. He turned. It was then that he made the mistake he realized too late. The little tin rifle clicked, but the man was unused to childish games. He should have promtply collapsed face-downwards on the sward; instead he looked at the curly head and smiled. It was years since Prank Arliss

he.! gl . en thought to childish games not since his boyhood, in fact. Othtrwise he might not hve had to seek out this remote rural spot in which to recreate ragged nerves! He was not one to seek the byways of the countryside for their own Bake. For him the sidewalk, the teeming y.treets, houses, people, the drive and scurry of a great city. But nature will sometimes call ua with a beckoning hand it is best to obey! Many times after that first day the fearless scout sighted the enemy, and the weary, world-worn man would play the game for all he knew. Never again did he make the mistake of being shot at and not reFpondlng. He always fell a crumpled heap. Their playground was a meadow, a meadow of undulating mounds and stunted bushes behind which fearless scouts could lie in ambush. They had not spoken at all that first day, but afterwards they grew more friendly. It became almost a dally habit with the man to seek the secluded meadow, and then to wait until he heard the click of the little gun. Then when he had duly fallen mortally wounded the scout would creep up to him and they would talk about all kinds of fascinating things Indians, and boats and pirates and foreign lands. The Bcout was to be six on his next birthday and Arliss well, the grey was about his temples. At one side of the meadow a cottage stood and that apparently was where the fearless one lived, for as evening approached a woman would come to the back door and call "Arthur." a voice with a very sweet tone, and the fearless one would cry "good-bye, enemy" and run off. Hut a day came, when Arthur had to be carried to tho cottage, and a woman w ith an anxious face awaited him. They had been playing pirates. Tht enemy had turned into a mnn-of-wars-man and was chasing the
pirate. A cry of rain, and Arliss hurried up to find a little white face set with the effort to conceal the pain of a twisted ankle. He picked the little fellow up and bore him in his arms to the ?r;rage where ho had seen the woman call. When the ankle had been bathed In cold water and bandaged and the weary little figure lay sleeping on the sofa, the man and woman faced one another. "After all thes years!" The meeting had been unexpected, and the little patien had kept them busy when they might have spoken to each other before. So they Just stood looking at one another as though each were looking down the long, lorn? vista of th; years. At last the man said. "So you married?" The woman nodded. "And you?" He shrugged his shoulders. There was no need to tell this woman that he had sacrificed him Felf on the altar of ambition. She knew that long ago! He had turned his back on the love that might have been his and set his face toward autcess. He had set his f.-tce toward sucrt. but what had ho achieved? IT
summed it up to himself now. He ; hd brought himself to-the verge of j physical collapse to satisfv egoti- ; tical ambition. Tn a measure he had j succeeded. llut what had he lo-t? ' He roused himself from nil
reverie and spoke about the boy. What a splendid little fellow he was. How his father must love him. At the word "father" he saw tho woman shudder and turn away her head. Vaguely now ne remembered
certain rumors which had reached him concerning the man this woman had married. Mere echoes they had been but unsavoury. Stories of disipation. A wave of pity, of passionate sympathy came over him. "You left him?" he asked. "IIo died thank God." She anKwered. A period of silence followed; but the tenseness was broken by a movement on the sofa. The little fellow was stirring in his sleep. The mar. looked at the curly head then turn ed to the woman; "He takes after you," he said The woman smiled. "I love to hear you say so." They chatted a while on different things. There was no need for him to stay, but there was an air of peaceful seclusion about the tiny parlor that held him like a spell. He felt dazed, too. Dazed with a sudden realization of what might have been. Children had never appealed to him, and whatever of the spirit of fatherhood in him it had up to the present lain dormant. But in the last week or two something had sprung up within him that he could not explain; something fundamental but vague. He shifted restlessly in his chair and looked out through the cottage window where he could see the nearby woods, their luxuriant foliage flooded with golderi stmshine. Herose to his feet ant held out hi3 hand. The woman took it. "It's 'hall and farrwell " he said, a ghost of a smile on his lips, "I have neglected my business too long. I return to town tomorrow." She did not speak, and the man stood holding her hand. It was the tirst time ho had touched it for 10 long years, and he rould not have dared to touch it now had he realized what that contact would have meant. As when the warm spring sun first strikes the snow-clad mountain peaks and the melting Ice streams headlong down the rugged cliffs, so. at the long-loved touch the frozen marrow of his soul gushed warm and limped down into the valley of his greater being. He made an effort to reach the ope.n-standing door, then wavered, resting his hand Against the lintel. The woman was stahdlng as he had left her. one hand uneld and pressed acainst her heart. He turned and saw her. With outstretched hands, as one who walks in darkness, he moved toward her. "Mary," he said in faltering tone? "I have found my heart at last. I it too late?" For answer she folded him to her breast. "Where love is, time is not." sho murmured.
