CHICAGO. Jan. 17. A general strike of organized labor desined to paralyze everv industry in the country beginning the fourth of next July, was decided upon today by the National Labor congress as a means of obtaining: a new trial for Thomas J. Mooncy and Warren Billings if federal intervention and every other means adopted to procure the desired relief fail. The convention authorized the raising of a fund of 5100,000 to carry on a campaign of education to liberate the labor leaders and to promote the proposed general strike by levying an assessment of llftv cents on each member of : ; '
organized labor in the country. The convention, which concluded its four day session tonight and adjourned also adopted a resolution embodying a declaration of national policies affecting labor which demands that the people of Russia and Germany be permitted to work out their own destiny, that American troop? be withdrawn from Russia, that all political nnd industrial prisoners receive the same consideration on prisoners of war and proclaiming the dawn of a new day for true, democracy, in which the rights of labor shall be fully recognized. Ak J-Vdorul Intervention. The convention adopted the propram recommended by the international workers defense league to secure the liberation of Mooney and Billings, which was presented to the delegates in the final report of the committee on resolutions. It provides that a committee of five labor representatives be named to go to Washington and ask Pres't Wilson and members of congress for federal intervention. Chairman ndward D. Nolan named the following committee to undertake this work:

San Francisco, president of the International Seaman's unionThe committee will ask that a special assistant United States attorney jreneral be appointed to obtain the release of Mooney and Billings by habeas corpus or other means In order that they may have new trials in a court outside of California. The legislature of California will be asked to pass a law which will enable the courts of that state to grant new trials in cases where convictions are obtained by perjured evidence or other fraudulent means. If these means fail then organized labor will be asked to call the general strike. The plan of the International Workers' Defense league Is that the general strike' will not be called unless every other means to secure the labor leaders release has failed.

Stuart Chase, un expert accountant employed by the federal trade commission, told the senate a?riculture committee today in preentin figure to fhow that the protits of the live big packing concerns hal doubled and trebled during the war. Mr. Chase, who was testifying at hearings on he Kendrick bill providing for government supervision of the meat industry, said no one knows accurately what the packers' earnings are because their methods of bookkeeping have the effect of covering up their profits. He declared, however, that examinations by the commission of the books of Armour & Co., Morris & Co., Swift & Co., Wilson & Co., and the Cudahy Co.. showed their aggregate profits in 1912 were $1S,715,000 and in 1917. $?;,CD9,000. Based on capital stock, Mr. Chase.
said Morris &, Company' profits in 1917 were 267.7 per cent and that on the Fame basis. Armour & Company'ts profits in 191C were 114.2 per cent. Because of a later increase in capital stock, the percentage for Armour & Co., dropped to 27.1 In 1917, Swift &. Company's profits in 1917 on the same basis were 33 per cent, while those of the Cudahy company in 1917 were 23.2 per cent ba.ed on capital stock and surplus. Wilson & Company's earnings for the Fame year were 29.6 per cent on the combined capital and surplus.
