Claims Soldiers' Labor Will Hit Scale of Vages That the slogan "Give Our Soldiers Their Old Jobs Pack" will be maneuered by the employers into an effort to force wanes down was the theory of a talk piven by H. "South Hend is the poorest orp.tnized city in the country," said Mr. Metz, "and as a result the workmen generally are the lowest paid. "It can only he accomplished by organization, l'or examp e. consider th'? building trades. The contractors hi the state of Indiara are organized 100 per cent. After weeks of ree ky riding, delavs and po-tponcments, th" ordinance giving the board of public works $l",0i " with which to eke out the rest of the year with their street ! lighting fund was finally passe J by the eity council Monday nitrht. When tl.-u measure was prst presented the membeis of the council decided they wanted time to in estimate. Two weeks wa re t; ken up in doiui this. Then the committee of the whole met and considered the ordinance, and it was decided that the members of the board of worksshould appear and give reasons fo. the passage of the measure. The hoard of works two weeks later appeared and gave the reason. Two weeks later the committee of the whole met again and reported favorably on the ordinance. Two weeks later the council met and wa -all prepared to pass the ordinance, when it was discovered that there were not enough members present to pass an appropriation ordinance. The police were s'-nt out to look for recalcitrant members of the council, but none could be found. TIk"1 council adjourned in di-sgii.-. Await Mayor's Sitniat uro. That was four weeks ag"n. Monday niirht there were eiaht member.present and they all voted for the measure, and as soon as Mayor Carson sins the ordinance, the board of works can draw on the new $1".000 fund.
