tair.ed, the decision of Trafalgar abolished. l U-vt lUfiws to l'i;lit. We see how foolish was that claim, ignorant still of the comparative losses on that memorable oct.iMon, we know that from that hour onward the German ileet never again risked battle with the great enemy. More than this, when all was lost on land we are informed that the tailors of the battle Ileet mutinied rather than obey orders to follow the example of I'eVera at Santiago and go out to certain destruction rather than surrender ignominiously.

Whatever the immediate circum

terms in all naval history of modern time? nrftnin Controlled Sons Had the German armies triumphed on land to the extent that those of Napoleon triumphed, the world war might have lasted as long as the war of the great emperor. Only victory on land could complete the victory on the water Hut while the Hritish fleet retained control of the t-eas, the opportunity was, always presented against the moment when it could be embraced None of us knows today quite what the phrase "freedom of the seas" means, but we do know quite unmistakably what the freedom of the world means and we are halving spread before us at this hour an Impressive demonstration of how that freedom of the world ha been preserved. Hetween us and German domination only the British rb-H't has been an unshaken barrier

From Its post in the north of thrt Hritish isles the great Ileet kept watch while the lesser warships convoyed 22,000.000 allied soldiers to the scene cf battle- Starving at home, overwhelmed by the mass of fresh troops brought from every quarter of the globe, German military power wasted away to the hour whn nothing was left hut to go to S'enlis and surrender, as Le surrendered at Appomattox. When, on Aug. 1, the British battle fleet, already mobilized, moved to its battle station the war at sea was lost to Germany. Within a fewbrief months the last of the German ships at sea had been sunk or forced to intern. The German flag had disappeared from the ocean. Winston Churchill and many other orators uttered words about "digging the rats out," but these words missed the whole fact of the situation. Unless Germany could win a Salami: her doom was sealed. The Hritish navy had taken her by the throat and would hold her until allied armies could to organized and could perform their task. r-Itoat Most Deadly. The submarine war wns a deadly peril, only imperfectly perceived at the outset. It was the deadliest thrust of Ckrmany after hr defeat at the Marne. Hut this threat, too. the British navy met, gallantly aitled both by th French and by the American navies, and even this precious aid' was slight. The sea

for the defense that has been the salvation of civilization. And in the defense of the fleet, which has defended the liberties of the world, our Hritish allies can he assured of the overwhelming support of the American people. It is for Britain to write the law of the seas If she will. (Copyright. 1918.)
