SERGT. LOTTIE ZELL. Word was received late Tuesday night by Mr. and Mrs. Adam Zell that Sergt. Lottie A. Zell of Co. C, 39th infantry, the last of their three sons to go overseas, was reported killed in action Oct. 3. Sergt. Zell, who was 24 years old, enlisted in South Bend in April, 1917, and went overseas last May. In a letter received by his parents a few weeks ago, he told them that he was in charge of a platoon of 60 men and that in the battle of the Marne he and his men went over the top twice and captured a number of prisoners, machine guns and trench mortars. He said he had been over the top four times. He was made a sergeant April 5, 1918.

Mayor Carson and the members of the board of public works are again turninp their attention to a new plan for disposing of the city's Karbape, following the uKKestion of Mayor Carson some time aro that a corporation of local and outside capitalists be formed to take over tho city's garbage. Wednesday afternooti a representative of a garbage disposal concern at Logansport endeavored to submit a proposition to the city officials relative to taking over the garbage but he was unable to get an audience with either the mayor or any of the o;her city officials. Wednesday ntedit John I Tollavcn, member of the board of publie works, said that Mr. Lonjf, the I.ogansport man, would be here next Monday nixht to submit hi.- proposition to the city, but a short time later Mayor Carson disclaimed any knowledge of Mr. Long's return Monday night or at any other tim? At the time the mayor made his statement in contradiction to the one made by Mr. De Haven a few minutes before, ho was holding a secret conference In his otflce with Mr. DoHaven and G. A. Elliott. Iso a member of tho board of works. In his suggestion that a corporation be formed for handling the city's garbage. Mayor Carson advanced the i lan that a levy of ar least öü cents per rapita be levied upon the ritizens- of the community to pay for collecting all refuse, including garbage, ashes, tin cans and nil other rubbish. Then a corporition composed of local and outside capitalists was suggested by tho mayor, the corporation to purchase the garbage at so much pr ton.
It is now said that the corporation j suggested by the mayor is in course of formation, and that this fact ex- j plains the reluctance of city officials .
