GERMANY'S PEACE OFFENSIVE PURELY A MILITARY MANEUVER. Too much cannot be t-'uid to impress upon the public he danger of giving any acceptable credence to the atest Grrman peace offensie. Desperate efforts are being made by the republi- !
can organization to correct the blunders made in Indiana early in the campaign. It is an uphill job, but Will Hays is working at it.
He came from Washington City to Louisville, Ky., J last week to meet the republican state committee, and I while there gavj out an Interview that the sole business j
of the republican party now was to sell Liberty bonds The Star played this up on the first page, not for the purpose of selling bonds, but in the effort to square the G. . R. organization for the fool things it did early in the campaign. In this connection it is interesting to note that after his Fort Wayne speech Sen. Watson was called on the carpet and told that the surest way to heat the (I. O. 1. this fall was to make speeches like that. Since that date he has not addressed any Get man audiences and told them we were not in the war to take Alsace from Germany or to interfere with the kind of government Germany has in the future. Farly in the campaign it was found that it would never do to let Sen. New go on the stump, either in the campaign or the Liberty loan. His wild utterances at the republican state convention almost put the party on the hummer in Indiana and has kept the other managers busy getting things squared around. He was told either to get right with the war issue or keep off the stump. Since then nobody has heard of New making any public addresses in Indiana. No grand jury and no indictments could hae damaged the republican prospects in Marion county so much as the action of Judge Collins in dismissing the grand jury just when it was to start investigating election frauds a week ago Monday. All kinds of reports are circulated. One of these is that a number of indictments would have been returned inside 4 8 hours and against men in Indianapolis that would have astounded the public. It is reported that the grand jury was made up of exceptionally strong and honest men who could not be swerved or unduly influenced, and would have found according to the facts. In the meantime Bernard O'Connor, who the News said is one of the most reputable men in Indianapolis, keeps on publishing aflidavits showing where republican candidates last spring got more otes In some precincts than there were republicans participating in the election. Nobody is disputing these statements and they are taken at face value by republicans and democrats alike. The situation has come to the point where no newspaper and no good citizen has dared to defend the rotten republican primaries of last spring. A very prominent republican in Indianapolis remarked a few days ago: "Admitting that all the charges made against the Rell-Ferrott crowd were m true, thev were mere pikers when it comes to election frauds. The worse they could do was to be charged with clubbing a few Niggers, while the republicans took the smoother method of using the pen instead of a club. They wrote the names of dead men and those not in the precinct and counted them as voting." And so it would seem when we read how the republican good government and pure politics crowd stole the primaries last spring from the anti-organization crowd and from the Shank forces which would have probably swept the platter if they could have had a
! fair deal. But election frauds are not all the republi
can ring is accused of. as they have many other charges to answer. And where there is so much smoke there is usually some lire. Rt publicans are considerably worried about the registration of voters in some of their strongholds. The worst place in the state is Marion county, where CO. 000 of the sn.oo-e" total Note are not registered. Another 10 or o thousand will be registered, but the vote will be liuht. And this is in the fce of an immense campaign fund and the employment of two men to go to every county and stay for a month. These men were paid cood salaries and trien all the money needed to hire helpers. A few weeks ago, when the republican finance committee met. it was told to raise $100,000 in the state and that Will Hays would supply thc balm i.-c. which indicates that the same tactics would be employed a" two years ago when more than 10. 000
ietes were bouuht in Indiana umler the guise of em-
each. In Indianapolis

"I read of a cyclone over Lake Winnebago which formed a funnelshaped cloud, which drew up immense quantities of water that were later discharged from the cloud like a cloud-burst. Kindly explain how a cloud forms in a funnel shape, and how it is powerful enough to draw up water. I). A. F. C, Brooklyn. The correct name of the kind of storm that you speak of is not cyclone but tornado. By cyclones meteorologists mean general storms, accompanied by rai or snow, often a thousand miles in diameter, which extend over the whole country and whose wind have a combined motion of rotation around a center, which gradually moves eastward or northward. But they give the name tornado to local whirling storms of great violence, which destroy
houses, crops, trees and sometimes take a large toll of human life. It is for refuge from these tornadoes that the so-called "cyclone cellars" are built. A funnel-shaped cloud is characteristic of tornadoes and of their meteorological relatives, sometimes encountered at sen "water spouts." Its formation is due to th? whirling of the nir that occurs when atmospheric currents of widely different temperature encounter, and the warmer air, rises rapidly, causing currents to flow in from all sides to take Its place.
the earth's surface, and then the form of the disturbed portion of the air is brought into view, as a funnelshapeel cloud, by the condensation of the atmospheric moisture. You can make an imitation of the form of such a cloud by setting the water in a glass, in swift rotation, with a spoon or stick. A hollow whirling core will form, boring its way downward, the water being driven from the central space by the centrifugal force. At the center of the whirling cloud of a tornado there is an upward motion due to the constant rising of the air through the axis of the funnel and to the tendency for a vacuum to form there.
Thus the rising air at the tenter assumes a motion somewhat like that of water pouring through an Inverted funnel, the motion being tip ward instead of downward, and it whirls with a screw-like movement, just as water does when poured through a spout. When the disturbance of the air is on a small scale, and near the ground, a little "dust whirl" will be formed; but if the disturbance originates overhead, at a considerable elevation, where large air currents encotjnter. th whirling action appears to bore its wav downward until it encounters

All observers of tornadoes and waterspouts agree that a suction always manifests itself where the funnel of the storm-cloud passes. Not only water from creeks and ponds is thus drawn up to a considerable height and afterward dis-
J charged from the cloud, but solid land heavy objects go the same way. Trees are sometimes pulled up by the roots, owing to the trej mendous strain of the suction on I the upper parts as the funnel j passes over them. Light objects are seen shooting up through the j funnel with the speed of arrows, j The roofs of houses are lifted off

There are well attested instances of stones weighing several hundred pounds being lifted from the ground and carried or rolled uphill many rods. Houses on the western prairies have been lifted bodily from the ground with their inmates. Cattle and horses have been whirled up high in the air and occasionally set down again almost uninjured. This adventure has also come to men, women and children. In 1SS1 the United Mates signal service published a volume on the remarkable series if tornadoes that occurred in May. 1ST'., in the j-tates of Kansas. Nebraska. Missouri und Iowa. which made fascinating reading for anyone who is deeply Interested in th wonders of nature, and there you may read descriptions by eye-witnesses of scores of surprising freaks performed hy the dark, whirling cloud funnels which dropped from the heavens and whipped and squirmed about like 'serpents suspended by the tail."

Hue man. who kept a coo! head. and closely watched some of the passing storms, described the curious effects produced at a small distance away from the edge of the swirling cloud. Some of his experiences were almost uncanny. For instance, while the storms were moving thronen the illae of Irving. Kan., there was experienced on their extreme edges an upward pressure which neteel so powerfully as to apparently reduce a nan'c weicht about two-thirds. It was necessary to hold vour hat on. although you felt no sideways pressure a.air.st your body. Shavings and other light objects would aseend in a straight line for a considerable distance, and then dart with lightning rapidity downward to the base of the funnel cloud, then upward through its vortex and out at the top. Nothing was seen to descend from the top through the funnel. h';t oh;ects were alway ascending from the base and flying out in every direction from the top. Afte- the t-torm passed a downward pressure
was immediately ' experienced, so forceful that the rim of a slouch hat would fall down over th eyes and small limbs on trees bent downward. These facts are peculiarly valuable, as showing the direction of the force operating in and immediately around the torndo. The ultimate source of the force is in the differences of atmospheric pressure caused by variations of temperature and in the centrifugal whirl at the core of the etorra.
