LONDON. July 7.0. The naval affairs committee of ;h United States house of representatives, headed by Lemuel Padgett, the chairman, has armed in London after an uneventful voyage on an American battleship. The committee xas met by representatives of the British admiralty and other officals and before proceeding o London visited the naval bases and with the joint activities of the British and American navies in those waters. The members of the committee Monday viited Vice Admiral Sims. Ambassador Page and the first lord of the admiralty and were the guests of the American club. They attended the debate on the Irish question tonight in the houy.e of common?. Commodore Guy Gaunt, formerly attached to the British embassy at Washington, has been delegated by the first lord of the ada.iralty to act as escort. The committee will remain in F:nsland for several days and will then go to Queenstown and afterward to France and Italy. Chairman Padgett said that the committee, was enthusiastic over what they had seen and were prouder than ever of America's efforts in the war and happy to find such cordial relations between Brtish and American naval orficials.

The official organ of the Siberian government published at Omsk stated on July 12 that Japan had granted to the Siberian government a loan of 50,000,000 pounds sterling for the formation of a strong army. In return Siberia undertakes to supply Japanese troops which arrive there vith provisions. It is also announced that the Siberian povernment is carrying on negotiations with America.

Bischoof of Irvington. under arrest as the alleged maker of the bomb designed to blow up the Gould and Kberhardt plant, decided to plant explosives under the powder magazine of the Keyport mill. Because the risk was too great, with watchmen posted about the building, the officials asserted the plotters turned their attention to the machinery factory where detective?, warned of the conspiracy, were waiting for them and arrested two men in the act of igniting a bomb.
