KANSAS CITY, Mo., May 17. Hope that the government may see the necessity of placing all women who work in or near military camps under the supervision of women vested with military authority, was expressed Thursday by Miss Maude K. Miner, secretary of the probation and protective association of New York, before the rational conference of social work. Some Juvenile courts are such in name only, Charles W. Hoffman, judge of the court of domestic relations at Cincinnati, told the delegates at the sectional meeting on delinquents and correction. Juvenile courts, he argued, were not founded as criminal courts, but as child-saving institutions, minus every semblance of criminal procedure, yet the judges of some, in the spirit of semi-vindictiveness, commit children to semi-penal institutions for punishment, and lashes and whipping p',sts, if not actually used, are at least suggested. They have deteriorated in some cities into mere police courts where children are "tried" and all idea of saving the child is lost, he declared. From fifty to sixty-five per cent of the children of divorced parents become delinquent or dependent, Judge Hoffman declared.
