Wall street is noted for oins contrary to expectations. Just when everybody with a few exceptions has decided that the :narket cannot pssibly ,70 in a certain direction it proceeds to ro in that direction. At present the bears have the screen. SIGN PLEDGES TO
TCOn- GERMANY
Washington Writer Suggests Plan to Collect Indemnity From Land of Kaiser. WASinXGTON. March 23. "I swear, ao Ionj as I live, never knowingly to buy anything made in Germany." Buch Is the oath which all enemies of Germany the -world around are asked to take and which is to be the baliS of a campaign of commercial pressure which may bring Germany to her knees or, failing that, tvhrch will collect from her an indemnity for her outrages against civilization. The plan was originated by William Atherton DuPuy, of Washington, a magazine writer. With relation to the United States it is to be executed through patriotic societies and particularly through women's organizations. These societies will distribute the pledgee through their members. The members will secure signatures and return them to headquartern. Mr. Du Puy will receive reports, compile the figures and undertake to apply the thumbscrew of commercial pressure by acquainting Germany of the progTessa of the campaign which is destined to destroy her trade throughout the world for a generation. "The theory la that the trade of an individual, your personal patronage for the rewt of your life is worth $500 to Germany" he declares. "By signing the pledge you deprive Ger-; many of that $500. In so doing you collect an indemnity of $500 from her. In the course of your life, the trade that otherwise woyld have gone to Germany froe-s to her commercial rivals, the nations with which she is now at war. You pay to them the indemnity you have collected from Germany. The whole matter is simple, sure, irrevocable. It is entirely in the hands of the individual." CAREFUL CLIFFORD SAYS: "CAIUJITTD CLTFFOIUV' SAYS "Don't be carried away with a highly emphasized statement of gross earnings in connection with an offering of securities. In numerous cases it is only a partial indication that the company is doing well. It should not be forgotten that it now cost more to do more business, so tnat In the end the results may not be Improved at all. "Don't expect to get a very illuminating opinion from one firm when the security In question Is one of comparatively recent iwue by another firm. There may be a difference between the opinions of the house interrogated and the house that issued the security, as to the exact value and position of the security. It almost goes without saying that unles the security was really bad an element of etiquette might enter Into the ßituatlon. "Keep a small envelope for newspaper clipping fci regard to the properties In which you are interested. There .ire many small items appearing1 which are easily forgotten. An Informal file like this i3 an excellent thing to refresh one's memory-" Magazine of Wall St. NEW YORK, March 30. The New York Financial News Bulletin says: Digestion of important developments at this writing suggest that the stock market is In shape where It will rerpon! aggressively to -Indications that the .allies have Germany by the throat, and that with American aid the way to Berlin lies open. Liquidation has been completed for the present. That which is inspired by the third Liberty loan preparation will be minimum as compared with previous selling, and as the fourth loan will not appear until next fail, good news from abroad may well find a road open to conservative improvement in securities. Attacks are being made on the first line trenches of delay at Washington and we believe they will be reinforced and become more effective asj time roe on. Such a tendency cannot but be favorably regarded by financial organizations, who have been uneasy over substitution of theoretical experiment for practical aggressiveness. It is freely granted that the Job of Washington Is gigantic tut for that very reason It is agreed that full ue of all available material should be made in response to almost daily appeal of our allies in Europe for aid. While of course the fortunes of war are seldom definitely foreseeable there is a trend toward constructive effort and optimism, and the stock market is splenSidly susceptible. NEW YORK. March 20. Notice has been received that the U. S. attorney general has ruled that the stamp tax imptsed by section 80-0 and 807 of the war revenue act of Oct. 3, 1917. stock transfer stajnp tax applies to the lending and return of shares or certifrcates of stock and that the transfer of stock from a lender to a borrower and the transfer from a borrower to a lender are both pubject to the tax. Dr. Keegan Says:
With spring, the temperature begins to increase and the supplies of nutritive material which the human economy has stored tor winter requirements, becoming unnecessary as the weather becomes warmer an attempt's made to unload them quickly. This is indicated in various ways headaches, biliousness, eruptions and a general feeling that the system is overloaded. This is the time when Spring Salines and blood puriliers are most in demand. The lassitude produced bv the increased temperature gives use to call for tonics of various kinds. Imperatone, as offered through the A. Ph. Chemist members, is a remedy that cannot be excelled for its purpose, namely, that of a general nutritive tonic with special action in enriching the blood. Imperatone takes care of the above symptoms satisfactorily. American Drug Company 133 North Main Street Bell 172
