The result of these two splendid concerns giving o2.()(j each for the tirst yir was the keynote of inspiration that helped every other concern and in like manner every individual. Importance of Wealthy Concern. The director of 'the I'tica vampaign pointed out the importance of tin hig wealthy concerns and individuals taking the lead, in truth, they claim the failures elsewhere are largely due ?T the position taken by this class of citizens. The contributions by the corporations are based, so far as possible, upon the earnings of the concerns and yet, with a splendid precedent, they found some of the weaker conct rns eager to make a larger donation than expected. Many concerns gave $öi per month, and in like manner, $.100, $20", $100 and dowu to some of the smaller who gave five and ten dollars per month, hut every corporation gave something."'. When the campaign managers were ready to start, the mayor "of I'tica issued a proclamation calling upon all to cooperate and stating that for a period of 1 months no other campaign for -var funds would be permitted in the city and every contributor would be exempted by receiving a button to be issued by the campaign managers. The daily press of Ctica was selected to make daily reports. Space was contracted and paid- for and used in all the Ctica daily papers. in fact, the campaign committee .spent about $s,0on. The services of all campaign managers were gratuitous. The clerical help in the office was paid. Syracuse spent about $10,-

f"i and raised over a million. Ctica spent less than $$.00' and raised an qual amount. Cvery dollar pent in the city at home and earned by home people. No outside experts were used. The result of my own personal invesication" for the past days, inclusive of the Kenosha, the Canadian and the Vigo county plans lead me 'to the belief that the following jibin suggested by me to the Ctica campaign managers will offer a slight improvement in the factories. My plan is. that each factory form an individual unit, for instance, the Studeluke'r or the Oliver or the Siimer or any other plant, and each factory start its own war chest in this manner: Plan Outlined. A Invite each emplove tc cooperate with the corporation on a copartnership haMs. IJ The corporation to designate the day and the time each werk when each employe may work onghalf to one hour overtime. C The overtime pay to be paid by the corporation to a war chest committee to bo helected by the corporation, including the management and the employes of the corporation. I The corporation once each month to set aside an equal amount, if possible for it to do so. and in like manner contribute the same to the war chest committee. K The corporation may cancel the same at will. F The contribution by employes shall receive a button or a card" showing that he belongs to the I onor roll. II Fifty percent of every dollar contributed shall be invested hy the war chest committee in Liberty loan bonds. Thrift stamps or other legal obligations of the federal government. I Fifty percent of the contributions, less any necessary expenses, shall be available for use hy the war chest committee ami shall be distributed from time to time to meet the demands approved by the war chest committee, such as the Ked Cross, the Y. M. C. A.. the Kdights of Columbus, the Y. W. C. A., the French and polish Kelief, the War Camp recreation, and such other war relief service organiza
