WASHINGTON. Nov. 2. With potential firhtin fore ot ",.000.000 xr.rn a-J a tar.icibl? r-ilt of our a-l"piion of universal military eervic a rarnraii-n hag already been laurr-h'il for it. continuation after the war. With re-,-3ri to other nations at war, little Information has reached h re of the various military eysteins 5ince the outbreak of hostilltie5. A htu.Iy of their pre-war system Is particularly Interesting now, hcvf vf r In view of the campaign for military j-ervice. In th' m.ijority of rases universal ffTic- v.a confineI I ef jr? th war to hih school students. This applied to j-oni extent in our own country, where there are numerous cadet rorps anions our educational Institutions. In Kntrland the training was Btrktly voluntary. However, English cadet corps and Junior ofheers training corps have done their bit In the prent emergency. In Australia training was compulsory for boys from 1J to IS; in Nev,' Zealand, for hoys over 14. In Canada, train'.ns was voluntary. In Australia hrmhs are .tili raised through, volunteer enli.stmnt. I'ranre prescribed physical drill and elementary military training for !,oys from nine to I?,. Her army ir mnir'.tained through conscription. Volunteer organization existed In Germany, where the army 1 raised by conscription. Just be for'.- the outbreak of war compulsory training fo: youths was revived. During the war boys over 1 have t,cen given preparatory military training to speed their preparation for the trenches. In practically every' nation some form of compulsory military training is prescribed for school boys. Mo.-t of these systems are still ir: vn-üc. With reuard to a continuation of unlver.--.il military service after the war, tbn- is every indication that tronc efforts will be made In this direction. In fj er many, for instance, ströme organizations exist whose activities appear to be based on permanency. In France organization fxi.--t for th promotion of n.llitary training. Similar associations aii- organized in this country. In Japan, especially, military Instruction has a firm position in the Japanese school system and tradition. Practically every country still has military instru tion in its schools, ever Mr.ce war has made such training a man-size job. The question now. ho vever, is whether the plan will extend to include universal service for adults. "After the war" is as yet a vapue period. Soldiers call it the "polden rk." Things may happen which will chance the whole aspect of the matter. In Germany it is hanlly likely that the old Junker organizations will be able to continue when pea'-e reigns. In I'r'.uland it Is common talk that the larce numbers or soldiers now lihtin will have had enough of military rigors, and will de-ire to bad an easier life. However, these things are for "after the war."
