That evidence has been spread broadcast a jnre of times ince the Unite J States entered the co-itlict; was set forth anmn the rea-ns for entering it. We decline to repeat the mass of it, but if some further evidence i needed, corroborative when amplitied, the tentative offer for the restoration of Belgium put f orward by Chancellor Michaelis, comes to the rescue. It has already been appraised at its full value. Cleverly as it was rded. the oner was a transparent sham that deceived iiobod. It- hollowne- i all the more evident in the liht of revelations made by former Ambassador Genrd in his book, 4,My Four Years in Germany". Mr. Gerard reports a conversation he had last January with ".! PethmannHoüwee;, Michaelis' predecessor. "What are these peace term- to which you refer continually?" asked Gerard. "Are the German willing to withdraw from Bek'ium? " "Yes." replied the chancellor, "but ''"th guarantees." "What are the.se guarantees? " "We must possibly iiave the forts -d bie.e and Namur. We must have other forts and garrisons throughout Belgium. We must have possession of the railroad line-. We mur have possession of the pnns and other means - i communication. The Belgians must not be allowed to maintain an aimy, but we must be allowed to retain a i.ua army in Belgium. We must have commercial conti ol of Belgium." "I do;:k see," remarked the Ameiican ambassador, "that you have leti much ior the Belgians excepting that King Albert will have the right to reside at Brussels with a guard of honor."' "We cannot allow Belgium to be an outpos: uf England." protested the chancellor. Gerard remarked cooly: "I do not suppose the English, on the other hand, wish it to become an outpost of Germany, especially a Tirpitz said the coast of Flanders should be retained in order ! make war on England and America." That just about tells the whole stor. Bethmann-flollweg's statement lits in admirably with that of Michaelis. It is more detailed, but the same in substance. Mr. Gerards' reply shrewdly tips otf the whole crooked game, and shows of what special interest the matter is to the United States. Qviiie aside irom the consideration of justice to Belgium, which demands Cori'.nlete, unequivocal restoration of Belgian independence, with payment for all damages done, it i clear that we cannot tolerate such terms. We cannot let Germany keep Belgium as a vantage point from which to send forth her piratical air and sea navies against England and America. A. d that Germany had America in mind, one need not take only the w ord of Gerard and Bethmann-Hollweg, the work of implication, but there is von Tirpitz. who has made no bones of the assertion, both in the reichstag and on; of it. That America was to be made to pay for the war, whether she g t in or stayed out of ir, lias been a Constant German threat, not only since the institution (A U-boai warfare, but back even to the day- of Admirals Dewey and von Dietrich at Manila Bay. in lSnS. !t appears that when it finally had soaked into the head of von Dietrich-that Admiral Dewey meant to put up with no more of his fussing around that harbor, he sent Capt. von Goetzen ( confer with the "yankee seaman". Piqued by the refusal of the American admiral to countenance the presence of German warships, and ordering- them to leave, von (Toet.en roared: "About fifteen years from now my country will start a great war. and she will be in Paris about two months after the commencement of hostilities. Her move on Paris Till be but a sten to her real object the crushing ,d England. "Some months after we finish our work in Europe we will take New York, and probably Washington, and hold them for some time. We will put your country in itplace with reference to Germany. We do not propose ttake any of your territory, but we do intend to take a billion or - ot our dollars from New York and other places. ''The Monroe Doctrine will be taken charge of by us, and we will dispose of South America as we wish." B was sixteen years before that drive on Paris began, but w ho can doubt but 'hat a well-founded anticipation of it was in the German mind at that time. We have quoted this statement before, but we quote it again for the light that it throws, noi only upon German designs against America, but for what imeadt by the contrcl that she wishes, to retain over Belgium. Germany does not mean that a peace, or any peace that can be contrived. now, shall beso arranged but that she may, after a few years of recuperation. renew her light for world dominion. It is military German v with an eve to the future, and she does not intend, as expressed in her supplemental note, to leave Belgium in a position to "repeat the menace to German advancement" thai she was in 1 1 1.
