Since the introduction of the metering system 10 years ago the amount of water used in the whole city has remained nearly constant, although the city has increased in population f.o percent and the number of service connections has increased over Ö) percent. What an electric thrill when the news was flashed around the world! Four words, and they told of the most tremendous event in modern history, the most significant step forward in the march of democracy. And yet how little of the real story of ; Russia in revolt ever came ticking over the wires! How much met deletion by the censor's unstayed hand, how much was lost in the confusion on those thrilling days! The czar, the czarina, what of them when, with the suddenness of a thunder-clap, power slipped from them, and with it imperial majesty? What of the household at Tsarkoe-oelo? A vivid account of the revolution, written in the United States where the author was unhampered by censorship by an American eye witness, who was in fact a member of the imperial household, illustrated with numerous photographs hitherto unpublished that is in store for readers of The News-Times. This paper has obtained from Dr. Earl B. Downer, Red Cross surgeon, and for seven months an occupant of the imperial palace at Tsarkoe-Selo while he was, by command of the czarina, chief of the imperial hospitals of Russia, an account of the revolution as he saw it. Dr. Downer spent the summer in South Bend. In daily contact with the members of the imperial family, with members of the nobility and high public officials Dr. Downer obtained facts and material qualifying him to speak with authority and to reveal facts hitherto unpublished in America.
