TO GET SPIES Washington Officials Prepare More Stringent Espionage Regulations. WASHINGTON. July 7. Althouzh official's here take little stock in tin? more sensational spy rumors that followed the submarine attack or. the American expeditionary force, it is not unlikely that the agitation may result in more stringent espionHuo regulations, particularly with regard to ouUoin mails ami cables. No general re-alignment of the spy detection machinery of the government is contemplated, it was said Friday, because officials considei that results of the present system liave demonstrated its emciencj. It lias been declared authoritatively that startling revelations of what clready has been accomplished might be made if it were considered in the public interest. The government reali.es that such a course probably would serve no good purpose ;iiid might start a spy hysteria of dangerous proportion--, Tike the scares which resulted in injustice to innocent persons in several Kuropean countries earlier in the war. It aNo would wain spie. of the methods employed by American agents. In iew of the loyal attitude of the large body f German-American people it is considered particularly important that there be no hysterical agitation and no unneressary engendering of suspicion against the foreign born. Cii i iuiMainM C I ihm itab'c. That the erhrient German spy syste.n is operating in this country is considered by high officials as om of the inevitable circumstances of the war. Th large foreign population undoubtedly makes espionage easier than in most countries, sine the spies ran scatter among the foreign colonies and be completely lost to sig)it. It is pointed on; thai Great Britain and France with much more homogenous populations, have not succeeded in three vcais hi freeing themselves of spies. nr has Germany itself been able to keep military information from it.- enemies. (dficial? beliee there should be a closer government control of ou'uoing cables and legislation to tha end may bo asked. Tower may be sounht to censor outfrin mails. I'.urleson said Friday "hat he was oppo-ed to any mail cens'ip-hip to neutral countries on the ground that it was not necessary. Communication to Spain will probably lie p.rst investigated hv this government, as messages sent there via Cuba do not in any way come under Hritish surveillance. Tne government knows that there are man wireless plants in Spain and the Germans there undoubtedly are communicating direct with Berlin. After today'.-; cabinet meetin : members said the spy question had not been taken up. Atty. Gen. Grezorv said he considered there was nothing- new or alarming in :he situation.
