National Guard May be Consolidated and Troops Redistributed. WAPHINCJT N. ine 30. lirrts from .Mai. don. Pershing on the landing of Ameiiran troops in France .tili were lacking Friday niffht and tho personal accounts ef newspaper corrosimndonts f the scenes at the French port acain were held up ti wait on oiTm -ial information. Army ofTicials maintained omplete silence as to the expedition or as to plans for future- movements of troops to support the advance puard. .Marine corps officers were eaer to arn whether the reciinont of .ea .soldiers under Col. Hoven. which formed part of the Initial force was first to land. The marines generally are proud of their record of Leincr first in the field and are hopeful that it has been sustained in the first despatch of American forces to fiqht in the old world. It appears possible Friday that a full marine brigade eventually would be sent to Fiance to work as a unit of Gen. Tershinp's army. With the corps raised to 30.000 men. enough for a brigade could be spared, and officers and mrtn want to pet to the fighting front. IYt'paro for Support. Preparation of the groat forces that are to support those already dispatched ..re moving steadily ahead both in the army and navy. Announcement that when the national guard is drafted into federal service and mobilized, it will be sent at once to the divisional training camp sites was another step on the road. It will eliminate delay in making state troops ready for the front. There has been no authoritative announcement jis to the ue to be made of the national guard. Kxistinir units and those new ones that are ready for recognition, comprise the skeleton of ifj infantry division.1'. I'nder present distribution by states, however, there would not be more than four or Mve divisions complete enough to deserve that name. It seems likely that redit-triMition and consolidation of the force mut be undertaken soon after they pass Into the federal service under the draft clause of the national defense act. Probably 12 or more complete infantry divisions could then be organized. Total Force of :t."o,O00. At full war strength the existing regiments would represent a total force of probably nr.o.ooo men. f that number nt least one-third are fairly well seasoned troops who have had six or eight months of intensive instruction on the border. The fact that the guard camps are to be of canvas seems to indicate that it is not expected to keep them j in training on this side of the ocean i for a very extended period. Additional training for numerous guard artillery units soon will be In progress also et the various oflieers' training tamps. At least a battalion of field artillery has been ordered to each camp in order that the artillery ofHcer condidates for the national army may hate the means of learning the thincs they must teach to the nw forces. ITohlom of Supplies. The greatest problem that faces the war department is to find supplies for the increasing host of national guardsmen. Stüte officials have been notified that it is impossible to fill requisitions for new equipment that have been pouring in. The fust force to be mr.oe ready must be the regular army, expanded to 300,000. The officers' training camps, where 50,000 men are under arms, also hate absorbed an enormous quantity of reserve equipment. Guard regiments now have w.aon trains. These will Fe employed at the divisional ramps. When the regiments so to '-'ranee, however, the government will be able to supply them with full motor transport as it has already sought" bids for more than 70.000 motor trucks of various kinds. Hccren-o Hatvaiian Fuit. An odd situation has arisen in connection with one part of the nationad guard. The militia bureau has been forced to recommend that the allotment of Hawaii und?r the national defense ct be materially reduced. It has been recommended that two regiments of infantry and three coast artillery companies he stricken from the list. The islands hate a population, exclusive of aliens, or' about 125, 000. Under the original plan !'".0uo would be required for the national guard, which i too larue a proportion tri be scoured under any circumstances. The soternment. it was learned today, already i taking steps to look after the comforts of the troops in France in addition to its reeular military preparations. The state department has p.sked that the French duty on tobacco be remitted on supplies sent to the American forces there. NAVY NEEDS LESS THAN 25.000 MEN WASHINGTON. June -n. The navy has almo-t doubled its personnel since war was declared and rowneeds less than 2a. ooo men to bring it up to the new authorized strength of loo.ooo. Navy official, in announcing tonicht that the total enlisted strength now is 125,n53 express' gtntiüoation at the returns fi vn th recruiting campaign. n Jan. 1 last. there were only 55.000 men in the he ar navv and on April the dav w was declared, the total was n4.' The marine corps, whose strensth on April. F was l-.2f. has rcuited to a strencth of 2,356. Its .authorized total is 30.000.

PRICE REDUCT Council of Defense Committee Has Government's Force Back of It. WASHINGTON. June 3'-. Coal price reductions agreed on Thursday by the country's l.ituminous producers at a conferer.ee with govern . .ent officials will be strictly cn forced. With the weight of the industry's approval behind the agreement and certain of the fact that the government will take control if it is not lived up to, the coil committee of the council of national defense will take quick measures to prevent any wavering. Friday the committe earned operators at Decatur, III., who raised their prices beyond the limit set, that the industry would not stand for their action. The coal committee has given each of its 26 members supervision of one coal production district and every man will be held responsible for prices in his territory. The federal trade commission will be called on for aid if difficulties arise. Plan 1 inlicr Itoluctions. The price of anthracite, arranged some time ago at a conference between producers and the trade commission, probably will be further reduced to consumers, it was said today, through regulation of jobbers and retailers profits. The coal committee, the trade commission and Sec'y Lane expect to call anthracite dealers together soon to work out a plan for furnishing cheaper coal to the householder. I'nder an agreement with the trade commission anthraci e is selling at the mine nowonly IM cents higher than last year, but jobbers and retailers are adding so much to the cost, officials say, the price to the consumer is far higher than it should be. Bituminous Jobbeis will not he al lowed to raise coal prices beyond the mine price, with the addition of the freight and their profit of 2." cents a ton. If a consumer has difficulty in getting coal and finds he can get it only by paying some jobber more than the -5 cent prorit. the coal com mittee can be appealed to and will see that he gets coal direct from the mine at the mine price. The new prices will not apply In export trade and will not disturb existing contracts To Koarrange Shipments. One method of equalizing bituminous prices to the consumer "will be sought in a rearrangement of freight hauls. Some middle western operators are said to be selling now in the east while eastern operators are delivering their product in the middle west. The coal committee plans an entire rearrangement of shipments tr. be worked out with the aid of the war railroad board. The coal shortage, members of the coal committee insist, is due entirely to inadequate car service. Bituminous mines produced last year 500,000.000 tons, working 200 days during the year. W ith enough cars and working "00 days this year, it is estimated that the production will be 750.0OiM.00. The senate interstate commerce committee continued its hearings today on legislation giving the government pow er to take oter coal mines. National prohibition, J. D. A. Morrow of the Pittsburgh Coal Producers' association, told the committee, would increase production and go far towards relieving the present shortage. Railroad repre sentatites will be heird by the committee Saturday. HOME TELEPHONE CO. SURRENDERS FRANCHISE FORT WAYNE, Ind., June "0. The Home Telephone Co.
