Apart from the original announcement that the United States will patrol American waters and thus relieve tne allied vessels on duty here, for two and a half years, no statement of naval policy is expected. Whether American vessels will cross to the other side and help in an offensive campaign either in British waters or nearer the German bases probably will become known only through announcement fif some decisive action, if there is one. Admiral Ie Chair, head of the naval department with the British war mission here, spent most of .Monday at the navy department, continuing conferences with bureau chiefs. He decTd himself to all sorts of technical discussions about submarines, means of hunting and trapping them and lessons learned by the British in their long efforts to suppress the submarine menace. In a general way he is acting as an intermediary to the British admiralty, and facilitating t:.e technical negotiations between the British and American experts. British and American officials, divided into eight sub-committees to discuss all the various phases of America's participation in the war, leached details today in their effort to harmonize the conflicting opinions as to how America's aid may
be made effective against Germany.
The sub-committees met to canvass the individual phases entrusted to them and hoped to be able to report within the week.

WASHINGTON. May 8. War has not brought poverty to England. In fact, many of the poorer classes are living under better conditions than they were before the war. This may be stated upon the authority of Lord Eustace Percy of the British mission and a leading economist and trade expert of England. "I have an intimate knowledge with settlement work in London," said I.ord Percy today, "and I can assure you that many of the people of the lower districts are living in comparative luxury, to what they were before the war. "This is due partly to war wages. Of course the population of these lower districts is now largely composed of women and children, for most of the men are at the fcont. But the men who are left behind and are working in the industries, are receiving better wages, far better than those they received in antewar times."
CONFEREES DEBATE ARMY BILL FOUR HOURS IN VAIN
WASHINGTON. May S. Conferees on the war army bill in a four hour discussion Monday failed to reconcile differences between the bill as it passed the two houses and adjourned until Tuesday. A decided difference of opinion arose over the senate amendment which would permit Col. Roosevelt to take an expeditionary force to France and unless It is smoothed out the bill mav have to go back to the two houses for further action.

For the first time in British history a foreign flag has floated from the historic Victoria tower in London. On "America Day," when the English celebrated with enthusiasm the entrance of the United States into the world ware, the stars and stripes was run up on the tower flag pole alongside the Union Jack. The two flags have been kept Hying together since.

WASHINGTON. May 8. The unfathomed possibilities of the United States mails as a means of governmental publicity are to be developed at once to bring home to every person in the country in the need of subscription to the Liberty loan. Every letter of the many million"' that pass daily through the mails soon is to bear a special cancellation stamp of striking design to notify all persons receiving- mail that the nation is calling for contributions to the big bond issue. Every letter box ofthe hundreds of thousands in the country is to be placarded with posters announcing the loan and the need , for contributions. Every post office is to display posters prominently givin? full information. Every one of the 60.000 - vehicles operated by the post otlice department from the one horse burry of the rural free delivery carrier to the powerful mail trucks in the principal cities, is to proclaim in large type from posters on its sides that the Liberty loan is open to subscriptions and that it is the duty of every citizen who can to subscribe. Every letter carrier in every city is to have a card to stick in his cap, so that wherever his whistle is heard the call to subscribe will be carried. More than that, every letter carrier and every free delivery carrier is to be an active bureau of information as to the terms and details of the issue. The carriers will be coached in the elemental details and will be supplied abundantly with advertizing literature which they are to distribute upon request to all persans desiring it.
LAFAYETTE SETS NEW RECRUITING MARK LAFAYETTE, May 8. A new recruiting record for the regular army was established for this city Mon day when Sergt. U. M. Hinkle, accepted 31 applicants. Over 200 men have been supplied from this district for the regular army and over 100 for the national guard since April 1.
MINER CRUSHED TO DEATH BY FALL OF SLATE BICKNELL. Ind., May 8. Joseph Kicca, 4 2 years old, employed in Tecumseh mine No. 2. was crushed to death Monday afternoon by a fall of slate. A 15 year old daughter, who lives at Diamond, Ind., survives.

EXPECT HOOVER TO DIRECT FOOD EXPORT AND PRICES WASHINGTON, Mav 8. Although Herbert C. Hoover's place in the government's food control program has not been determined definitely, there were indications Monday that he would be given control of food exports and later of price fixing measures, if congress passed the administration's food bills. The department of agriculture is fully equipped to enforce domestic regulations contained in the legislation, but the problem of proportioning food among the allies may be h-ft largely to Mr. Hoover, as chairman of the food commission of the council of national defense. Under the bills the president would be empowered to name an .agency to deal with price fixing. This, it is understood, if made necessary, probably would be left to the defense council, with Mr. Hoover, supervising operation of the act. There have been suggestions of an international food commission, sitting in Washington to handle American and allied food problems. If it is created the American member probably would be Mr. Hoover. Secy's Houston anoonced Monday that Canada was awaiting passage of the administration's bills to put into force similar regulations. American and Canadian food interests are so nearly identical, he said, that Canada feels it would be useles to proceed with measures until the United States decides on a definite course.
