The growing searcitv of transportation facilities on
the seas, makes it imperative, the Frenchmen believe, that the United States carry out iuif kly its plan for a large fleet f wooden ships to assit in the struggle against dermany. This condition is one o' the impelling reasons why the general staff stooa firmly for the selective draft plan of the administration's army bill. WASHINGTON, Arril I'. With enactment of the sele tive draft army bill apparently assured, the war department is preparing to set machinery in motion without delay to produce under the measure within two years a trained army of uOo.eon men. Within 10 days after the bill is signed every township in the country will be registering its young men for duty. Registration will be carried on through sheriffs and other county officials, aide! by postmasters or other federal agencies where that scents desirable. On a date to be set every citizen affected by the act will be reiuired on pain of heavy penalty to present himself at tho nearest registration pi. ice. With tho rolls of those liable for service complete the task of selecting the men to go in the first increment of .".. uuO will begin. It has been suggested that this be done by means of the county jury wheel. The fust man whose name is drawn will go. under the plan, with the lirtt 300.OOU. to be called out for training; within a few months. Those second drawn will go with the second increment to bo called six months later, the third increment with u duty a year off; the fourth with the first increment, and so on. Meanwhile the -work of building the training camps will go forward. Regular troops and rational guardsmen will be assigned to them with each arm of the service so represented as to provide the framework of a complete army division at each point. The guardsmen will be selected from the territory covered by the training district so far as practicable. With the new regii ients assembled a rigorous course of training will be undertaken. The oiricers' training camps to be established within a few days in each district will begin at the end of three months pouring new officers into this organization and the enlisted men selected from the ranks of the regulars for commissions will be given special instructions to nt them for oflicers.
