0 II Damage Done to Interned Vessels Will Require Months For Repairs. WASHINGTON. April 7. Whilt o final decision has not been reached Indications after Friday's cabinet nicotine: were that nearly a huv.'ire-l j German merchant vessels", taken over in different ports Friday will bo regarded as tlu property of the American government and paid for after the war. j The vessels laid up in American j harbors for safety at the outbreak of the war in Kurope were seized early Friday immediately after the house passed the war resolution. Their crews will be sent to immigra tion stations as aliens to be admitted as ordinary immigrants if they can show the necessary requirements. The fact that many are navy reservists will not serve to bar them. There were indications Friday that damage done to the ships by their crews when relations between the United States and Germany were broken off, will be repaired as early as possible and the ships put into trans-Atlantic trade to transport supplies to the allies. The total tonnagre of the vessels seized amounts to 629.000 ffross tons. That tonnape could not be built in American yards in less than a year and some of the larger, notably the Vaderland. could not be produced in the United States in several years, was pointed out. All of the ships will have to be drydocked before they can be made seaworthy. Ilureau of navigation officials pointed to practical dltticulties that will delay repairs in that the ships will fill the country's docks for some time to come, The great Vaderland. with a tonnage of 54,000. is too large to enter any of the American drydocks and will have to be towed to Ualboa to be docked. The earliest time estimated to put any of the vessels into service is three months. Many of the them cannot be repaired that soon. A llnal decision as to the disposition of the ships probably will be made within a few days. A brief statement issued by the treasury department Friday said they were being taken in charge for the purpose of protecting them and other properties. Officials said an "intelligent use" would be made of the vessels. Some of the swiftest could carry 4 0,000 troops, which is twice as many as could lie transported by the entire American merchant fleet. Some officials said Friday that the ships could not le taken over by the United States formally and put into service without an act at congress. They said, also, that there was a strong likelihood that if put into service they would be operated by the shipping board, which under the law. is authorized to charter and operate ships.
