Death Claims Civil War Veteran, An Old Resident of This Vicinity.
KLKIIAHT, Ind., April 2. James Amistus IUkcIow, 101 N. .Main st.t died at T o'clock Sunday evening following an attack of pneumonia. Mr. Kigelow had been a citizen of KIkhart for .i number of years and had been identified with the growth of the city since the Civil war. He hud held the oMice of probation officer for 1J years until, about six months ago when failing health made it necessary for him to give up the work. The deceased is survived by his wife. .Mrs. Mary Kigelow, and two daughters. Mrs. Anne Ik Reed and Pr. Francis Kigelow, both of this
News-Time Spec-Pi Service: KLKIIAKT. April 2. Maj. Gustav C. Grol!, who is commander of the third battalion of the third infantry of Indiana national guards, will send in his resignation as requested by Harry K. Smith, adjutant general of the Indiana national guards. Mr. Groll will request that lie be put on the retired list of officers. Major flroll was in command of the third infantry on the Mexican border during the recent trouble. He had served in the SpanishAmerican war and also in numerous minor campaigns. The order which effected Major Groll also included several other important offices In the national guard and was made by Mr. Smith, who plans to make several changes in the personnel of the guards. Mr. Smith stated that he was making the changes after having considered the reports of an efficiency
' board.
All officers effected by this order were given a chance to resign or take an examination before an efficiency board. However, Major Groll stated that "under the rircutn-

cause of the longer days. The lire bell at the Central station will continue to ring for curfew as it has in the past, the change of hour being mad" to conform to previous arrangmenets. Thid change will be in effect until Nov. 1. The curfew law in effect in KIkhart provides that no child under the age of 16 years shall be on any street, alley, park, or other public place after the a'hove mentioned hours w'thout a written statement, which must be signed by the parent, guardian, or adult person having the care of the child and which must state the child's mme, address, date, ami the reason of the child being on the street.

at Ashtabula. O. Funeral services will be held Wednesday afternoon at i' :30 o'clock at the late home, Hev. C. M. Herrick of the Presbyterian church officiating. Interment will be in Grace Lawn cemetery. Was Vale. Gra duale. Mr. IJiuelow was graduated from the public schools of Hartford, Conn., and then went to Yale, where he entered the school to study for the ministery. However, the work was not to his liking so after about six months in the school, he ran away and travelled through th west. Finally arriving at the West Indian islands. Later he returned to thL cointry and again entered Yale, from which school he was graduated with a degree of physician and surgeon. After leaving school he began practice at New Haven. Conn., but the Civil war soon began and he enlisted as an assistant surgeon in the Connecticut volunteers. He was soon promoted and after the war he left the armv with the rank of majcr. He then tame to KIkhart. where he had lived since 1S6S, with the exception of a few years when he was in South Dakota. The deceased served in the Sth and 11th regiments from Connecticut ami was a past commander of the Shiluh field post of G. A. It. He was a second cousin of General: Kosencrans and Sedgwich, both of Civil war fame, and traced his family on his mother's side to Karon Sedgwich of Kngland and on his father's side to King Kdward I. of Kngland.

Smith and members of the board of public works, a committee of KIkhart citizens went to Goshen Monday morning to present a petition to the county commissioners in an effort to secure a new bridge across the St. Joseph ri r on KIkhart av. j"st below the Indiana ami Michigan Klectrie Co. 's new dam and power house. For four years or more efforts have been made to secure a new bridge to replace the old structure which was built in 1ST1. Some weeks ago the bridge was closed to tiafüc on the order of the board of public works, having been condemned as unsafe. Kvery effort in that direction his been blocked by the
refusal of the county commissioners and county council to assume the expense to the county. It is said the 1 ridge, under plans which have been prepared for a steel and concieTe stria tare will cost from $7".i" i . i to $ 1 " , 0 0 0 . The county oM'icials have based th-r refusal to grant the new bridge on the contention that the old one is adequate for pre sent traffic conditions.
MONTHLY POLICE REPORT SHOWS TOTAL OF 88 CASES Humane Ofliccr IVarx-c, Who Has Added Charity Work to Duties,, Investigates 198 Cases.
NowM-Thnes Special Service: KLKIIAHT, Ind.. April 2. The monthly police report for March was filed Monday and shows a varied amount of work done by the policg force during the month. Among the interesting Items included in the report is one showing that 198 humane cases were Investigated by Humane Officer Fearce. The police gave shelter to 47 tramps during the month and found 14 business houses unlocked. The greatest number of arrests was made for intoxication, there being 47 arrests on this charge. The complete report of the police work done during the month of March is as follows: For intoxication, 47; no lights on cars. S; burglary, 2; violation of city ordinance, 1; surety of the peace, 2; indigent, 1; assault and battery, 7; larceny, ? ; intent to rape, 1; insane, 2; vagrancy, 2; suspicion, 2; heating board bill, l; for Ohio officers, 1; affray, 2; child desertion, 1: runaway boy 1; commitment, 2; fornication, 1; adultery, 1. The report thus shows 86 arrests made for the month during which 13 patrols calls were made.
