"Pres't WiNon claims for humanity the freedom to lhe. Only to the tJerman icople docs he deny the claim to that right. At the same time, the entire union was transformed into one hu-e factory for the manufacture of arms and munitions. Not only were cxisT-r.g plants enlarged but others, which in times of peace produced foods destined for peaceful uses were transformed in order to produce war material for (Jermany's enemies. The entire industry of a people who were unaffected by the errors of the distant Iairopean war, was transf rmed into an enormous workshop for death "And, while the Pnited States government confirms this conception of neutrality, it demands from us responsibility for the lives and safety of every one of its citizen . who. in spite of our urgent warning, invades the war zone at sea."

werniiieiit Will liic Ship Clearame? aiKiis lX'.pi!e This. WASHINGTON. March While the arrival of the French liner Ilochambeau at New York with guns mounted both fore and aft might have raised a serious question before the ruthless German submarine campaign began, under existing conditions, it is beln-ved the government will put no obstacle in the way of the ship clearing as a merhantman. The state department has held that the mounting aft of two uns of not more than six inch calibre is prima facie evidence that the armament is for defense. I'.ut regardless of the nature of the armament, if it is intended and used only for defensive purposes, the peaceful character of the ship is not affected.
