WASIIINCTON". March 7. Modification of the senate rules urged by Pres't V.'ilson to prevent future tiliLusters like the one that killed the armed neutrality hill virtually was agreed upon Tuesday niht hy a conference of 10 senators, five democrats and live repuhlicans, named by the party caucuses. The change proposed would put the power in the hand? of two-thirds of the senators present at any time tf s-hut off debate and prevent dilatry tactics. The committee will meet again Wednesday probably before the senat conenes at noon ;md is expected to reach a li rial h aee.nent on a resolution embodying this proposition, which was approved by the rules committee several months ago but which have came up lor action at th last session. Leaders championing the ehan-e expert the resolution to leeeive the nece-s.'ry caucus endorsement and to be presented to the senate as soon) as possible for consideration ami ac- j tion. How such a proposal will bo received hy the senators opposed to any modification of the present procedure which allows unlimited discussion none of tne conference committee knew. Majority in l'aor. A majority of the senate has Ion-: favored the resolution considered favorably by the conference committee and its approval by both parties in caucus undoubtedly would pave the way fr its ultimate adoption. IJoth party organizations working together could make it uncomfortable for any small group of senators who might undertake a filibuster. The resolution, added to an existing rule, reads as follows: "Provided, however, that if lß senators present to the senate at any time a signed motion to brin-j to a close the debate upon pendln:-? measure, the presiding oilicer shall at once state the motion to the senate and at the close of the morning hour on the following calendar day, lay the motion before the senate and direct that the secretary call tho roll, and upon the ascertainment that a quorum is present, the chair shall, without debate, submit to the senate hy an aye and nay vote the question: "Is it the sense of the senate that the debate shall be broug ht to a close?" "And if that question shall be decided In the affirmative by a twothirds vote of Ihose voting, then said measure shall be in order to the exclusion of all other business, except a motion to recess or adjourn. 'Thereafter no senator shall be entitled to speak more than one hour on the bill, the amendments thereto and motions affecting the nme, and it shall be the duty of the chair to keep the time of each senator who speaks. Xo dilatory motions shall be in order, and all points of order and appeals from the decision of the chair shall be decided without debate." The way was cleared to some extent Tuesday for any fight wnich may come up over the rules or over the question of whether the senate is operating now under Its old rules or under general parliamentary law. This question is of importance because the senate rules do not permit as ordinary parliamentary law dov.s a motion for the "previous question" which shuts off debate automatically. GUARDSMAN FURNISHED GERMANY INFORMATION Private in St. Paul Company Court Martialed for Writing to IYicnds. MINNEAPOLIS. Minn.. March 7. Officers of the first Minnesota infantry, returning to Fort Snelling Tuesday from the Mexican border, announced that Paul L. Scharfenberg of St. Paul, a private in Co. U rim Minnesota Infantry, was sentenced to five years" imprisonment at Fort Leavenworth, Kas., Feb. 5, by a court martial at San Antonio, Tex., for furnishing military information to Germany. A letter addressed to relatives in Germany, asserting that 10,000.000 Germans in this country were ready to rise up against the government in the event of war with Germany, was Intercepted hy Hritish authorities and turned over to Washington officials, according to statements by the officers. Scharfenberg is a native of Germany. Col. Erle D. Luce, commanding the regiment, and Capt. P. L. McClay, regimental adjutant, in confirming the story of Scharfenberg s activities, declared that he had predicted in his letter that Pres't Wilson would "soon be put out of the way" and had stated that "the 100,00,1 troops on the border would not stand up if put up against an efficient force."
