AID FOR BELGIUM Appeal Is Made to Stop Deportation of People to Germany. WASHINGTON, Nov. 25. Another appeal from the Belgian government for American -influence against the deportation of Belgians to work in Germany was handed to the state department Friday by Minister Havenith. It was in the form of an instruction to the minister declaring the situation was becoming more terrible every day, and directing him to hep: the secretary of state to "urge the German government to consider the consequences of the crimes against humanity committed in their name." Charge Grew of the American embassy at Perlln already is making informal representations at the foreign office in bohalf of the Belgians. He has not made a formal report of the German government's attitude, but it was learned today that sullicient information had come through unofficial channels to make it evident that Germany will deny that Belgians are being forced to work in munitions plants and contend that their deportation for employment largely forms a necessary military measure within the spirit of international law, concerning the treatment of the populations of conquered territory. The fact that enforced Belgian labor has operated to relieve for military duty many thousands of Germans was among the statements laid before the German foreign office by Mr. Grew, but this w. s done on the basis of the iJrmal complaints from the Belgian officials which he vas instructed to submit. The undertaking is of a peculiarly delicate nature, Mr. Grew not being the accredited representative of Belgium at Kerlin and his services as an intermed ary being entirely by sufferance of the German government.
