Nr s Times Special Servi : GOSHEN. Ind.. Sept. 9. The 4 4th annual exhibition of the Elkhart county fair and agricultural association. which opened here Tuesday, came to an end Friday afternoon. Paid attendance was disappointing, being far below former fairs. The three racing cards were the principal features of the fair and gae eeneral satisfaction. Shipments of horses are Friday nicht being made, most of them going to South Bend. For the tirst time in the history of the fail, which was revived in IMS', it was run on the "wide open" plan. Gambling was in evidence. Conducting a raid on the cround. the sheriff and his deputies arrested nine men on charges or operating gambling dens and with cambling. All of them pleaded guilty. Assessments ranged from $13.30 to $33.30. Seen of the defendants paid. Two are in Jail. Despite the small attendance. the association will be able to pay the running expenses of the fair, receipts from concessions being unusually large. The turf events were successfully 'onducted.
