Many proposal's to curtail the enormous building increases written into the measure by the senate naval committee were defeated overwhelmingly anil as soon as tinal passage was announced the senate voted to insist or Its amendments and send the bill at once to conference. The house is expected to insist upon its building program, and a long struggle is in prospect before agreement is reached. Two democrats. Sens. Thomas and Vardainan, and six republicans, Sens. Clapp, Curtis, (Ironna, ,aFollette, Norris and Works, voted against the bill, which has had the support of leader. of both parties during the week of debate that preceded passage. Vote is Delay til. A seven-hour speech by Sen. LaFollette against the measure and a clash between Sens. J.eed and Oliver over the proposal to print as a public document the Hethlehem Steel Co.'s arguments against a governI incut armor plant delayed the Iinal vote. 1 he Hethlehem s arguments were ordered printed by unanimous consent during; SJen. Heed's absence from the senate chamber. On his return he vainly sought reconsideration, charging that Sen. Some Appropriations Miscellaneous appropriations carried in the bill include: $11.000,000 for government armor plate plant; $ 1 i. 4 S5.500 to prov ide ammunition for ships to he built in the next three years; $3,300.000 tor batteries for merchant auxiliaries ($1.650.000 available at or.ee): $3.500,000 for aviation; $1 500.UUO for naval experimental and research laboratory; $1.411,000 for government projectile plant; $1.270.000 for arming and equipping the naval militia; $10.335,15 for maintenance and enlargement of public stations, navy yards and docks; $50,22,912 for pay of the navy. other important featuies of the measure would provide for: Increasing the enlisted personnel of the navy from 0 4,000 to 71,500 and of the marine corp. from 9.000 lo 14.500. Authorizing the president in time of national emergency to increase the enlisted strength of the navy to 87.000 and the marine corps to 17,4 00 men. Enlargement of navy yards with equipment for construction of capital ships and extension of government dry docks for accommodation of the largest battleships. Reorganization of the naval militia on a similar basis with the reorganized national guard. Twenty per cent bonus to contrac tors for construction of war craft within contract time limits, and increase of aviation stations and addition to facilities for work of this service. Ind.. and, although he loves his little town with a filial affection. sometimes the lure of the lri?ht Mhts overshino; his municipal patriotism, and Frank hies to South Bend for a "reg'lar time." His preparations consist in drawing a few dollars from the local banking institution and getting' his diamond ring from its hiding place in the teapot upon the top shelf in the pantry. Then Frank is ready. He arrived in South Fend Thursday and became acquainted with two affable gentlemen, xvho seemed to be well versed in the mysteries of big city life. They promised Frank that they would gladly introduce him to the gavety and frivolity of the town, and suggested, as a little starter, that they all go over to the Avenue hotel and have a little drink while they drew up the plans and specifications for a large and purple evening. Ik'came Acquainted. F.y this time they were pretty well acquainted with each other. Then they had a drink. They became better acquainted. Another drink was served. They became like unto brothers. One of the men especially, who had only one arm and a hook where the other member should have been, impressed Frank with his stories ami anecdotes. Ind.. one of the captors of Jefferson Davis, walked through the open gates of the Indiana state prison I'riday afternoon, a free man. A pardon from the governor r-rranted in the good behavior of the prisoner cut short the life sentence which he was serving. After the war in which ho served in the fourth Michigan cavalry Dreisman went to Boston, Mass., and engaged attorneys to prosecute his claim for a share in the reward lor the capture of Jefferson Davis. When the award was finally made he had enlisted as a, marine on a Fnited tStates vessel. He did not return to Boston immediately and his estate was settled as that of an absentee, tue reward money being paid to the state of Massachusetts. Several years later Dreisman returned and took up the neglected claim from hich he obtained nearly $1.000. This was, in ls'.C'. Some time later he was tried and convicted of the murder of his ha track cptain and sent to Michigan City to serve for life. underwent a serious operation at f: Joseph hospital is improving.
