dad n ni u Caucus Will Be Held Tonight to Discuss Legislative Pro gram for Remainder of Session. WASHINGTON. July 13. Demo crats of the senate will caucus to morrow night to further consider the legislative program for the remainder of the session. Some demo cratic senators are making urgent appeals for consdderation of special measures not included in the im perative program drawn up by party leaders, and democratic and repub lican conferees have been unable finally to agree on what measures should be disposed of before ad journment. At a Joint conference with the democrats early this week, republican senators agreed to a program including the appropriation, reve nue, shipping, and corrupt practices bills. There was no agrement, however, on the child labor, workmen's compensation. and immigration measures, and their champions now are insisting that they should not be deferred until next session. Other democrats are pressing for action on the vocational education bill, the suffrage amendment and numerous other measures. Anxious for Home. Sen. Galiinger. the republican leader, told the senate Friday that how Boon an adjournment was reached was entirely within the. hands of the democrats and that the republicans would good naturedly cooperate In completing the program and would resort to no obstructive tactics. The republicans, he said, wanted to go home for the campaign as badly as did the democrats. Democratic leaders realize that final passage of the naval and army appropriation bills and the revenue and shipping measures alone will requrie four or five weeks at least, and that if any otner measures are to be taken up the idea of an adjournment by Sept. 1 must be abandoned. The house is expected to complete the entire legislative program suggested by Tres't Wilson by passage tomorrow of the Hücker corrupt practices bill. When Majority Leader Kitchin took a report on the situation to the white house today, the president said he had nothing further to suggest. Several of the administration measures passed by the house are certain not to be reached by the senate. Until the senate is ready to adjourn the house will mark time, holding perfunctory daily sessions to receive conference reports. BROWNSVILLE TO BE GIVEN MORE TROOPS BROWNSVILLE. Tex.. July 10. One additional division of state troops has been ordered into this district, bringing the total of American forces at this point to one full army corps of about 15,000 men, it was announced Friday. The additional troons. it was said, will include seven regiments of infantry, one regiment of field artillery, two squadrons of cavalry and one auxiliary troop from Iowa, North and South Dakota, Louisiana and Oklahoma. PARDON GRANTED TO ESCAPED PRISONER INDIANAPOLIS. Ind., July 13 A pardon for a man who escaped from the Indiana reformatory 15 years ago was issued Friday by Gov. Ralston. The man is Fred Connor, alias George Ray. He now is serving a sentence In the Ohio penitentiary for safe blowing. Friends have been trying to get a pardon for him from the governor of Indiana. LnNDoN. July 1.. The British foreign office addressed a note to neutral government today explaining the reasons which prompted theabandonment of the declaration of London. The declaration was abrogated by an otder in council published on July S. and a similar decree was issued in Paris on the same day. The present Hritish note explains that the entente allies adopted the declaration of London at the beginning of the war because, in their anxiety to conform to international law, they believed the declaration provided a suitable digest of principles and a compendium of working rules. STORM STRIKES In Less Than 90 Minutes 2.30 Inches Water Falls in Fort Wayne. FORT WAYNE, Ind., July 15 A terrific downpour of rain accompanied by high winds and hail hit Fort Wayne shortly after 2 o'clock Friday afternoon and in less than half an hour 2.30 inches of water fell. Lightning resulted in seven fire alarms within a few minutes and at one time every available bit of fire apparatus in the 10 engine houses was in actual service. With the exception of the destruction o the Arter trucking barn with a loss of $2.000 the damage from fire was inconsequential. A large brick building with a flat roof surrounded by a brick coping collapsed when the weight of water in the reservoir thus formed broke the supporting beams. The building was used as a public garage and many valuable cars were damaged. Scores of downtown basements were Hooded and in many points the water was more than two feet dep over the streets, the sewers proving; inadequate to meet the unusual demand. HOY is killi:i. HARTFORD CITY, Ind., July 13. Jesse Needier, nine years old, son of Mrs. Ada Needier, living seven miles northwest of the city, was struck and killed instantly by lightning this afternoon during a sever electrical and wind storm. A hole was burned through his body. The boy was in a field after cattle when killed. The storm was one of the most severe which has struck this pari of the state this year. Summary of Great Attack on Teuton's Second Line

After the briefest preliminary bombardment which has preceded any important action on the western front, the British armies on the Somme have again swept forward and have captured several important German second positions. On a front of four miles the British have advanced to a depth of a mile and have held all positions gained in spite of violent counter-attacks. The strategic importance of the British successes is marked by th straightening of their line in conformity with that of the French, who had hitherto advanced at a much greater speed than their allies. The brevity of the preliminary bombardment, coupled with the statements of preys correspondents at the front that the British losses wer comparatively small, lend support to unofficial statements that the German second line was much less strongly fortified than their tirst defenses. On the French portion of the Sr.mmc front no action of importance was recorded, but in the French official stitement for Friday, it was announced that tbe bombardment of German positions on the Belgian front had reached a L L CRUISE STARTS Militiamen of Ocean Will Train Until July 29 on Board U. S. Ships. WASHINGTON, July 15. The annual practice cruise of the naval militia of the United States will begin Saturday and continue until July 29.
