Callaway that under the old t wo-ships-a-year program it would take ei-ht years to authorize 1 ships and at le:;.st 11 years to build them, as against eight years under the five year dan. Chairman Padgett said tho net result of the capital ship program urged by the administration was to add six battle cruisers and maintain the old rate of building dreadnoughts.
