Section 13 of the primary law requires that the name of no candidate for state or county otlice shall be placed on the primary ballot unless hLs petition is tiled at least 30 and not more than 60 days before the holding of the primary. Itegarding section 13, the supreme court of the state "Wednesday declared that part of the section relative to the payment to the county clerk of one per cent of the salary as a fee to be unconstitutional. This fee will not now be necessary. As lo section 10, the other section over which dispute waxed warm, it was constructed by the state court thai a challenge under the statute must be made by a member of the party with which the voter wished to affiliate. Challenges will be hardly possible. A district gossip holds 1916 will witness seven eclipse?; three of the sun, three of the moon and one of the g. o. p. R. O.
