Hoke Smith of Georgia has already prepared a lengthy speech on the subject. .May Make Demand. In thft meantime the state department has protested to Great Britain. If ."he declines to heed the protest, the department will demand peremptorily that the vessels he released and that the act I disavowed. State department oMicials iid today that if Great Britain should refuse, redress must be sought elsewhere than in the department. This was interpreted to mean that the administration would lay the whole matter before congress anil ask it to decide what to do. There is no precedent or authority in international law to justify the requisitioning of a vessel before its east- has hef n adjudicated in the prize court, according to ('one Johnson, solicitor for the state department. Ships Arc Unsafe. "No neutral ship would he safe from seizure on the high seas if snich acts are permitted to go um-hal-lengnl in a vigorous manner," Faid Mr. Johnson Wednesday. ' The requisitioning of the two vessels is utterly contrary to our conception of international law." Sen. O'Gorman of New York said that the action of Great Britain presented "a very grave situation." -This action by Great Britain isthe most monstrous thins imagirarde," said Sen. Hoke Smith. "It is enly another evidence of the purpose of the government to oppress American commerce and to emphasizes the vital fact that we must tind some remedy to prevent a continuance of this sort eif thin"-'." Clark is Neutral. Speaker Clark said: "The seizure of the Hocking and the Genesee is another unfortunate incident, hut It is not a matter which calls for legislative action. These occurrences must lie taken care of by the state department and the while house. Congress can do nothing except to protlt by the experiences of the executive branch in framing laws for the future." Republican I,eader Mann said: "I believe that the commercial situation is the most important question which now confronts the nution. Our part now is to make American trade supreme while the rest of the world Is fighting for -.he world'. commerce. All our energies should be bent toward fostering and protecting" American commerce and I hope the executive branch of the government will see that this is done. This is the duty with which the state department is charged and it should see that the duty is performed. I think that no legislative action is neremry at this time. We should present a solid, unbroken front in our foreign relations and the rest of the world p'nouli understand that the government has the support of all its' citizens behind It."

London Regulations and Rules Have No International Validity.
LONDON, Deo. 2. "The declaration of London has no international alidity. Adoption of the declaration by an order In council does not involve the creation of an international tribunal." .said the marquis of Lansdowne, minister without portfolio in the Dritish cabinet, in answer to questions put by the earl of Portsmouth in the house of lords Wednesday. The earl of Portsmouth's questions were submitted with a view to making exact the position of Great Iritain with resard to the declaration of London and to setting at rest or contirmint; the report. that Lord Heading hid made an arrangement '.vi tli the t'nited States government for the reference of claims to an international tribunal after the war. "If the declaration of London Is not in force." he exclaimed, "why, in heaven's name, could we not fall back on the old sea laws of our ancestors, which gave them victory?" Hague is "llutiblh." He added: "The country wants to get rid of nil this rubbish the declaration of Lndon and The Hague convention. We want to sweep away all Judicial niceties and win this war by placing Ilritish interests and the interests of our allies as the only interests, first and supreme." "We have ado; ted the declaration only with very considerable and Important modifications," abl Lord Linsdowne in reply, "and we adopted it only partially anil for the guidance of our own courts." The marquis referred to the communication of .ir 1-Mward (?rey. the foreign secretary, on July last, stating that it was opn to Washington to claim that dispute. in regard to the decisions of prize cuurts should bo submitted for review by
an international . tribunal. He remarked that Sir Edward Grey's statement committed Great Britain only to a resort to arbitration as a proper means for the liquidation of disputes, as provided in the arbitration treaty concluded with the United States last year. Vnirnmilty lscntial. Lord Iinsdowne pointed out that Kngland was fighting in cooperation with her allies and that uniformity in the conduct of naval warfare was eminently desirable. It was no less desirable that the prize courts of the allies should have some principle laid down for their guidance. The declaration of London was ready to hand and was the only available, summary of views by a great number of people in repanl to these questions, and it was therefore adopted with modifications. There were many questions, said the minister, which would have to be discussed after the war, and freedom of the seas might be discussed like the others. He did not call to mind any statement by Xir Kdward Grey that he was prepared to commit the government with regard to the question of the freedom of the sej.. As to Sir Kdward Grey's offer of July r;i to refer disputes to arbitration. Lord Iinsdowne said: "That doctrine, to which no sane citizen of this country could object in principle, could be defended on the ground tnat it was wrong in the order to ask any neutral to agree to accept in principle that the last word was to be said by the prize court of a belligerent power in a matter which might have arisen out.Mde the Jurisdiction of the belligerent."
