The establishment of a now high price of S3 for steel common, which is the highest recorded sinco 1910, when It sold at 91, iscrvod to Indicate a continuation of tho upward movement. Tht urgent demand for teel resulted from the increase of about 403,000 tons In the unfilled tonnage of the corporation at tho end of September. Execution of tho accumulation of orders over Bandar by the commission houses resulted In a btron opening, srains ranging from a fraction to a full point. Tr-eso advances were enlarged during the first hour, when iL total of about 400.000 share? changed hands, business on the tlooi beim.; o active that the bond sales were not recorded on tho tape. Toward noon Europe began to supply the railroads, which receded fractionary, but he selling from this pource continued throughout the session. Whilo tho railroads were under pressure, buying of the "War Urides" becamo aggressive, with Baldwin Ixxromotlvo at the head with an advance of 11 points. All federal restrictions on the movement of livo stock because of foot and mouth disease in the states of Indiana, Michigan and Virginia are removed by an order signed by tho secretary of agriculture, effective Oct. 9. With the removal of the quarantine from these states the whole country, with the exception of northern Illinois, is now practically free. Small areas in Steuben county. New York; In Hudson county, New Jersey ami the so-called "neck" in Philadelphia
are still under a moiiined form of quarantine, however, and a part of the west Philadelphia stock yards are in the restricted area. With these exceptions, however, the quarantines which were imposed as a result of the outbreak in 1314 have now all been removed. In northern Illinois a considerable territory is now in tho closed area on account of an outbreak of the disease which occurred last August. This outbreak has resulted in the quarantine of all that part of the state which lies north of Ine northern boundaries of tho counties of Calhoun, Jersey, Macoupin, Montgomery. Fayette, Ellingham, Jasper and Crawford. In this area the entire counties of Bureau. Iike, IoSalle, McDonough, and Putnam and portions of Dupage, Lee, Hancock. Schiyler and Cook arc under closed quarantine. Tho Union Stock yards in Chicago are maintained as a restricted area, handling live st(Kk for immediate slaughter only. The remainder of the quarantined territory is . lso classed as restricted area.
