of an investigation which disclosed that a passport faetory was in full operation under the supervision of German army ollicers. This factory, it is understood, has a complete outfit for forcing American passporis, even to the manufacture of paper with the American water mark, while the German otiicers are said to have duplicates of American seals. Tho arrest of an American named Creeckow who went to London from Holland some time ago seeking information, is said to have brought out the details of the plot. Creeckow was a German, hut was naturalized in New York several years ago. The name on the passport, which ho was given hy tho German authorities in Holland was Kowland, under which name he traveled to London.
